Jharkhand Parents Stage Protest Against Private Schools' Arbitrary Fee Structures in Dhanbad

In a significant demonstration of parental discontent, members of the Jharkhand Abhibhavak Mahasangh organized a protest at Randhir Verma Chowk in Dhanbad on Wednesday. The agitation was directed against private schools that are allegedly imposing arbitrary fees, in clear violation of Central Board of Secondary Education (CBSE) guidelines and the Right of Children to Free and Compulsory Education (RTE) Act, 2009.

Root Causes of the Protest: Hidden Charges and Unjustified Fees

The protest emerged in response to numerous complaints from parents regarding exorbitant re-admission charges and the imposition of additional fees under various pretexts. These include fees for books, building maintenance, development charges, and annual sports activities, which many parents argue are unjustified and exploitative.

Pappu Singh, the president of the Mahasangh, who also observed a six-hour hunger strike to amplify their demands, highlighted the persistent nature of the issue. "Schools are charging hidden fees in the name of free admission, which is unjustified and exploitative," he stated. Singh emphasized that parents are being coerced into bearing unnecessary financial burdens, despite repeated appeals to the district administration and officials for intervention.

Official Response and Pending Actions

Sunny Raj, the deputy development commissioner, acknowledged the receipt of complaints from the parents' body. "I have directed the district education officer and district superintendent of education to submit a detailed report. Schools must adhere to the prescribed rules and charge fees accordingly," he asserted. Raj added that further corrective measures will be implemented upon the submission of the report, underscoring the administration's commitment to enforcing regulatory compliance.

Escalation Threats and Broader Implications

The protesters issued a stern warning, indicating that if their concerns are not addressed promptly, the agitation will be intensified. This stance reflects growing frustration among parents over the lack of concrete action from authorities, despite prior notifications. The protest underscores broader issues in the education sector, where private institutions may be circumventing legal frameworks to impose financial strains on families.

This incident in Dhanbad serves as a critical reminder of the ongoing challenges in ensuring affordable and accessible education, as mandated by national policies. It calls for stricter enforcement of fee regulations and greater accountability from educational institutions to protect parents' rights and uphold the principles of the RTE Act.
