The Tamil Nadu Theatre Owners' and Multiplex Theatre Owners' Association has submitted a comprehensive list of demands to Chief Minister Vijay, who recently assumed office after a successful acting career. The association aims to streamline operations and enhance the viewing experience for audiences across the state.
Key Demands for Simplification and Operational Ease
According to a report by One India, the primary demand is the establishment of a single-window clearance system for the modification and construction of multiplexes, with approvals to be granted within two weeks through coordination with district authorities. Additionally, the association has requested that the licensing period for theatres be extended to three years, and that the requirement for project operator licenses be eliminated, as all theatres have transitioned to digital projection systems.
Another critical demand is the exemption of local entertainment tax on Tamil films, which would reduce ticket prices and potentially increase audience turnout. The association believes this measure would benefit both viewers and the film industry.
Standardizing Ticket Pricing and Encouraging Innovation
The theatre owners have proposed a cap of Rs 450 for large-format premium screens and Rs 300 for standard theatres. Multiplex owners have also requested an increase in the base ticket price from Rs 188 to Rs 200 to offset rising operational expenses. Furthermore, the association has sought financial assistance for electricity bills, slab benefits for theatres categorized under MSME, and financial support for the Chennai International Film Festival.
To ensure the long-term sustainability of theatres, the owners have suggested allowing venues to host alternative activities during off-peak periods. These activities include sports screenings, live stand-up comedy shows, corporate events, video conferences, and educational programmes. Such diversification would help theatres generate additional revenue and remain viable throughout the year.

Given Chief Minister Vijay’s extensive background in the film industry, theatre owners are optimistic that he will understand their challenges and implement supportive policies. The 10-point charter of demands, which encompasses standardized ticket rates, tax exemptions, streamlined permissions, and extended usage of theatres, reflects the industry’s desire for collaborative governance. The association hopes that these measures will modernize theatre operations, alleviate financial burdens, and boost audience engagement across Tamil Nadu.
