The Navi Mumbai Municipal Corporation (NMMC) has been honored with the 'State Level Second' award in the 'Best Idea/Initiative' category under the 'Rajiv Gandhi Administrative Dynamics (Progress) Campaign and Competition' for its innovative project, 'Threads of Change'. This recognition highlights the corporation's pioneering efforts in textile waste management.
Unique Textile Recycling Facility
The Textile Recycling Facility (TRF), the only one of its kind in the country, was presented by Deputy Commissioner of the Garden Department Smita Kale. This eco-friendly project significantly reduces waste by transforming discarded textiles into new products, adding a fresh dimension to cleanliness initiatives. The project has been widely appreciated at various levels.
How the Initiative Works
The TRF center is operated by NMMC in collaboration with the Textile Committee of the Ministry of Textiles, Government of India, and non-governmental organizations. Located at CBD Belapur Sector 1, the initiative involves placing special clothing collection boxes in over 100 housing societies. These boxes collect clothing waste, including used clothes in good condition that are often discarded. A logbook records the collected clothes, and each box is tagged according to its society for traceability.
A tipper vehicle is used to collect the clothes and transport them to the TRF center. At the facility, the clothes are sorted by grade. Different fabric types such as cotton, polyester, and silk are identified using a box scanner, after which the clothes are processed based on quality. Since August 2025, the center has received 41,500 kg of post-consumer textile waste, from which over 400 products have been created through reprocessing.
Community Impact and Women Empowerment
A total of 75 awareness workshops have been conducted, connecting more than 11,500 families to the initiative. Over 300 women have received skill development training in producing various textile goods, and more than 150 women have gained employment opportunities with monthly earnings ranging from Rs 9,000 to Rs 15,000.
Replication and Policy Alignment
A standard operating procedure has been developed to enable other organizations to implement similar projects. The initiative aligns with the objectives of the 'Swachh Bharat Mission' and 'Sustainable Development Goals'. Recognizing the growing volume of post-consumer textile waste due to changing fashion trends, this project is the first municipal-level initiative in India to simultaneously address urban solid waste management, promote a circular economy, and empower women.
Recognition and Awards
Prime Minister Narendra Modi has also appreciated the project, according to NMMC Commissioner Kailas Shinde. The Maharashtra Government awarded the state-level second prize to the TRF facility as a pilot concept, acknowledging the innovation of the environmentally friendly 'Threads of Change' project and its contribution to women empowerment in the Rajiv Gandhi Administrative Acceleration (PRAGATI) Competition.
