In a significant move to bolster emergency healthcare services, the Andhra Pradesh state government officially launched the PM-Rahat scheme on Saturday. This initiative guarantees free medical treatment worth up to Rs 1.5 lakh for individuals injured in road accidents, regardless of their financial background or residential status.

Comprehensive Hospital Network and Immediate Care Mandate

The scheme will be operationalized through the extensive Dr NTR Vaidya Seva Trust network, which encompasses 704 hospitals across the state. This network includes 687 private facilities and 17 government hospitals, all equipped with specialized orthopaedic and polytrauma services to handle severe accident cases.

A dedicated unit has been established within the trust to oversee the seamless implementation of the PM-Rahat scheme. Health authorities have issued strict directives, mandating that all empanelled hospitals must commence treatment immediately upon the admission of an accident victim, eliminating any procedural delays that could jeopardize patient outcomes.

Financial Coverage and Operational Framework

Under the provisions of the scheme, victims are entitled to receive completely free treatment for a duration of up to seven days. This coverage continues until the total medical expenses reach the ceiling of Rs 1.5 lakh, whichever occurs first. The initiative is designed to alleviate the substantial financial burden often faced by accident victims and their families during critical medical emergencies.

Health Minister Y Satya Kumar Yadav, while announcing the rollout, emphasized that the PM-Rahat scheme is fully aligned with the stipulations of the Motor Vehicles Act. "Necessary instructions have been formally issued to all hospital managements, district collectors, and relevant officials to ensure strict adherence to the scheme's guidelines," stated Minister Yadav.

Payment Mechanisms and Existing Expenditure

The financial reimbursement to hospitals for treatments provided under PM-Rahat will be processed through two primary channels: either via insurance agencies or through the Public Financial Management System (PFMS) under the supervision of district administrations. This structured payment system aims to guarantee that healthcare providers receive timely compensation for their services.

Official data reveals that the Dr NTR Vaidya Seva Trust currently allocates an average of Rs 27 crore per month specifically for accident-related treatments. Notably, nearly 70% of these cases are directly linked to road accidents, underscoring the critical need for a dedicated scheme like PM-Rahat.

Technological Integration with e-DAR System

A key technological component of the PM-Rahat scheme is the introduction of the Electronic Detailed Accident Report (e-DAR) system. This digital platform facilitates real-time coordination and data exchange between hospitals and police authorities, streamlining the accident response and documentation process.

Hospitals are required to upload comprehensive patient details and accident information through the Transaction Management System (TMS 2.0). Subsequently, approvals for treatment under the scheme are to be issued within a strict timeframe of six hours, ensuring rapid authorization for necessary medical interventions.

Broad Coverage and Eligibility Criteria

Authorities have clarified that the PM-Rahat scheme provides extensive coverage, applicable to all types of roads and accident scenarios, including hit-and-run cases. Furthermore, even non-empanelled hospitals that deliver emergency care to accident victims under the scheme's purview will be eligible for reimbursement, promoting wider accessibility to immediate medical aid.

The statewide implementation of the PM-Rahat initiative is anticipated to significantly reduce out-of-pocket expenses for victims and ensure the provision of timely, life-saving treatments across Andhra Pradesh, marking a progressive step in public health and road safety governance.
