Nursing Staff in Punjab Defy ESMA, Launch Strike Over Grade Pay Demands
In a bold act of defiance against state authorities, nursing staff across Punjab have initiated a widespread strike, ignoring the imposition of the Essential Services Maintenance Act (ESMA). The protest, centered in Amritsar, erupted on Thursday as healthcare workers demand the restoration of a Rs 4600 grade pay that has been pending for nearly five years.

The United Nurses Association of Punjab issued the strike call, mobilizing nurses to boycott routine medical duties while maintaining emergency care. At the Government Medical College in Amritsar, nurses suspended all non-urgent services, including outpatient department assistance, ward duties, and elective care support. This action has caused significant inconvenience to patients, with services disrupted in key medical colleges in Amritsar, Patiala, and Mohali.
Despite the disruptions, emergency and critical care services remain operational, as nursing staff continue to report for urgent duties to safeguard public health. The association emphasized that their protest is targeted at administrative neglect rather than patient welfare.
Government Warnings and Union Response
The strike comes just one day after the Punjab Government invoked ESMA, a legal measure prohibiting essential medical personnel from striking or abstaining from work. The order included strict warnings of penal action against violators, aiming to ensure uninterrupted healthcare delivery.
However, nursing unions have remained undeterred. In a press note dated March 25, association president Ramanjit Singh Gill criticized the government for paying Punjab nurses less than their counterparts in other states, despite similar responsibilities and workloads. "We have waited for years. If no concrete decision is taken, the protest will be intensified, and the responsibility will lie with the government," the association stated, accusing authorities of ignoring repeated representations.

The grade pay issue has been a persistent point of contention, with the United Nurses Association pressing for its restoration since 2021. Gill termed the demand as "long-pending and legitimate," warning that further escalation is possible if the government fails to respond positively.
