Odisha Government Directs Urban Bodies to Implement Comprehensive Heatwave Response Plan
The Housing and Urban Development Department of Odisha issued a detailed Standard Operating Procedure on Tuesday, mandating all urban local bodies across the state to immediately activate heat-mitigation strategies and ensure uninterrupted drinking water supply. This directive comes in response to abnormally rising temperatures triggered by erratic weather patterns and the heat-absorbing characteristics of urban clusters.
Unpredictable Climate Patterns Trigger Early Heat Stress
According to departmental officials, unpredictable rainfall followed by persistent climatic fluctuations has created conditions for early heat stress across urban pockets. The situation is exacerbated by large concrete surfaces, extensive road networks, and dense infrastructure that collectively amplify heat impact, rendering several city zones vulnerable to extreme conditions.
Mandatory 24-Hour Water Supply and Infrastructure Maintenance
The Public Health Engineering Organisation and urban local bodies have received specific instructions to guarantee continuous supply of potable drinking water. All water pipelines must be maintained in optimal working condition, with any public complaints required to be resolved within a strict 24-hour timeframe.
"Water tankers are to be deployed in scarcity-hit areas on a priority basis, with additional tankers to be arranged on a hiring basis if required. Tube wells and hand pumps must be kept fully operational, with spare parts stocked for prompt repairs," states the official SOP document released by the department.
Establishment of Control Rooms and Water Distribution Centers
The department has emphasized the necessity for 24X7 control rooms within PHEO or WATCO facilities and city-level offices to monitor complaints and track heatwave warnings issued by the India Meteorological Department. Urban local bodies have additionally been instructed to establish additional Paniya Jal Bitaran Kendras, commonly known as water kiosks, at strategic public locations including roadsides, bus stands, markets, and government offices.
These water kiosks may be managed through Mission Shakti Groups, federations, or non-governmental organizations, with strict requirements for water quality, hygiene standards, and daily replenishment. The department has issued warnings that agencies operating kiosks merely for publicity purposes will face disciplinary action.
Environmental Protection Measures and Public Awareness Campaigns
The comprehensive SOP includes provisions for environmental protection, mandating strict enforcement against the burning of solid waste. Public awareness campaigns will encourage residents to place water pots outside their homes for birds and animals during the heatwave period.
Construction agencies have been directed to implement specific measures including covering construction sites, regularly sprinkling water to control dust pollution, and ensuring safe disposal of debris. Vehicles transporting construction materials must utilize tarpaulins to prevent particulate matter from dispersing into the atmosphere.
This multi-faceted approach represents Odisha's proactive response to increasing climate variability and urban heat island effects, aiming to protect vulnerable populations during periods of extreme temperature escalation.
