Rajasthan Government Unveils Comprehensive RAJ-SURAKSHA Emergency Response System

In a significant move to enhance emergency medical services, the Rajasthan government has announced the rollout of the Rajasthan System for Urgent Response, Accident Stabilisation and Hospital Access (RAJ-SURAKSHA). This comprehensive initiative aims to dramatically speed up emergency treatment for critical situations including road accidents, childbirth complications, and heart attacks across the state.

24/7 Critical Care Command Centre

Finance Minister Diya Kumari, who proposed the system on Wednesday, revealed that RAJ-SURAKSHA will feature a round-the-clock Critical Care Command Centre that will serve as the nerve center for emergency medical coordination. This center will guide patients to the nearest appropriate medical facility using a sophisticated database of nearby doctors and healthcare institutions.

The command centre will provide accurate, real-time information about:

  • The nearest suitable medical institution
  • Available services at each facility
  • The fastest routing options for patient transport

To support this system, the state will create a comprehensive repository of available doctors and medical institutions, ensuring that emergency responders and families can be directed to facilities equipped to provide the required level of care immediately, rather than losing precious time at under-equipped centers.

Advanced Tele-Consultation Capabilities

One of the most innovative aspects of RAJ-SURAKSHA is its tele-consultation layer, designed to improve medical decision-making during the critical "golden hour" following emergencies. This system will enable live consultations between national-level medical experts and local doctors handling serious accident cases.

The tele-consultation feature will provide guidance on:

  1. Patient stabilisation techniques
  2. Imaging and surgical prioritisation
  3. Airway and bleeding control procedures
  4. Referral thresholds for specialist care

This capability is particularly crucial in peripheral settings where specialist trauma expertise may be limited, ensuring that patients receive expert guidance regardless of their location within Rajasthan.

Heart Attack Response Enhancement

For cardiac emergencies, RAJ-SURAKSHA places strong emphasis on early identification and early reperfusion. The system proposes establishing ECG and Tele-ECG facilities at the Community Health Centre (CHC) level, enabling prompt detection of myocardial infarction.

Thrombolysis facilities will also be available at these centers, allowing clot-busting therapy to be initiated locally when medically indicated. This approach significantly reduces treatment delays associated with long-distance transfers to tertiary hospitals, potentially saving countless lives across the state.

Comprehensive Human Resource Development

Human resource capacity-building forms a major component of the RAJ-SURAKSHA initiative. Doctors and paramedical staff at the divisional level will receive phased training through a Cardiac Life Support Certification Course designed to standardise resuscitation skills and improve outcomes in cardiac arrest and peri-arrest situations.

In a groundbreaking public safety measure, CPR training is proposed to become mandatory for all driving license holders in Rajasthan. This initiative will dramatically expand the pool of trained bystanders who can provide immediate life-saving support before professional medical help arrives at accident scenes.

Enhanced Transport and Pre-Hospital Care

Transport infrastructure will be significantly strengthened through the phased deployment of 250 ultra-modern ambulances across Rajasthan. These vehicles will be strategically placed at highway rest areas to improve response times on high-risk corridors and support rapid evacuation to appropriate medical facilities.

The government has allocated Rs 150 crore for developing trauma and emergency services infrastructure. Divisional headquarters trauma centers will be upgraded to Level-1 trauma centers in phases, modeled on the successful SMS Hospital system.

Medical Education Expansion

Medical education capacity will see substantial expansion through the introduction of super-speciality courses in critical care, trauma surgery, and emergency medicine. Additionally, 500 emergency services personnel will receive regular Emergency Management Training in collaboration with AIIMS New Delhi.

For broader first-response readiness, Basic Life Support training centers will be established in five key cities: Ajmer, Bikaner, Udaipur, Kota, and Jodhpur. These centers will build the capacity of health workers to deliver first aid and immediate life-saving interventions in common emergency situations.

The RAJ-SURAKSHA system represents a comprehensive approach to emergency medical response, drawing important lessons from previous mass-casualty road accidents in Rajasthan while creating a model that could potentially be replicated in other states facing similar healthcare challenges.
