Chandigarh Mayor Saurabh Joshi has urged Punjab Governor and UT Administrator Gulab Chand Kataria to approve temporary water connections for residents living outside the Lal Dora or Phirni limits of the city's erstwhile 22 villages. In a representation submitted to the Administrator, Joshi emphasized that access to safe drinking water is a fundamental human necessity and should not be denied to any citizen.
Hardships Faced by Residents
Thousands of families residing outside the Lal Dora limits have been facing hardships due to the absence of authorized water connections. This has severely affected sanitation, hygiene, health, and overall living conditions. The Mayor pointed out that these families are deprived of a basic amenity that is essential for dignified living.
Unanimous Approval by Municipal Corporation
The proposal was unanimously approved by the Municipal Corporation during its 347th General House Meeting held on March 25, 2025. It was subsequently recommended to the Chandigarh Administration for final approval. Joshi highlighted that the decision reflects the collective will of the corporation to address the water needs of the affected population.
Temporary Nature of Connections
The Mayor clarified that the proposed water connections would be purely temporary and would not confer any ownership rights, title, regularization benefits, or legal claims whatsoever. The proposal includes adequate legal safeguards and remains subject to directions issued by competent courts and the Chandigarh Administration. This ensures that the connections do not lead to any permanent claims on land or property.
Payment and Disconnection Terms
All beneficiaries would be required to pay the prescribed water, sewerage, and maintenance charges. The Municipal Corporation retains the authority to disconnect such connections in case of any violation of the prescribed conditions. This mechanism ensures accountability and proper usage of the facility.
Call for Early Approval
Seeking early approval, Joshi stated that the temporary water connections would bring long-awaited relief to thousands of residents. It would ensure that no family is deprived of access to safe drinking water merely because they reside outside the Lal Dora limits. He reiterated that the provision of drinking water is not a privilege but a basic necessity, and every resident deserves access to this essential service.
