Goa Health Minister Announces Plan for New Primary Health Centre in Indiranagar, Chimbel

In a significant development for healthcare infrastructure in Goa, Health Minister Vishwajit Rane announced on Tuesday that a proposal to establish a primary health centre (PHC) at Indiranagar, Chimbel, is currently under process. This announcement came in response to a question tabled by Santa Cruz MLA Rodolfo Fernandes, whose constituency includes this densely populated slum area.

Addressing Healthcare Gaps in Indiranagar

Minister Rane detailed in his reply that the proposal involves bifurcating the existing Chimbel PHC into two separate facilities: the Taleigao PHC and the Merces PHC. The latter would specifically cater to the residents of Indiranagar, providing much-needed medical services closer to home.

This move comes after The Times of India highlighted the healthcare struggles of Indiranagar residents in its 'Slums of Goa' series on September 4, 2025. The report emphasized how residents currently face significant challenges, often having to travel to Santa Cruz health centres or Bambolim for basic medical treatment.

Historical Context and Population Growth

Indiranagar has a rich historical background dating back to 1973 when it was established under Prime Minister Indira Gandhi's 20-point programme. Originally, 360 beneficiaries—primarily labourers from ghettos at Altinho—were allotted homes in Chimbel, forming the foundation of what would become Indiranagar.

Over the decades, this settlement has transformed dramatically:

  • From the original 360 houses, it has expanded to nearly 3,500 homes plus approximately 100 shanties
  • The area now boasts at least 5,500 registered voters
  • Over 1,000 children call Indiranagar home
  • The population includes migrants from Tamil Nadu, Andhra Pradesh, and Karnataka

Current Healthcare Challenges

The rapid population growth has not been matched by corresponding healthcare infrastructure development. Currently, Indiranagar residents face several healthcare access issues:

  1. Few local clinics operate near the settlement
  2. Doctors are available only for limited hours
  3. Residents must travel significant distances for medical care
  4. The absence of adequate health facilities remains a major hardship

The proposed PHC represents a crucial step toward addressing these systemic healthcare gaps. By establishing a dedicated health centre in Indiranagar, the government aims to provide accessible, quality medical services to thousands of residents who have long struggled with healthcare access challenges.

This development aligns with broader public health initiatives to improve healthcare infrastructure in underserved areas across Goa. The bifurcation of the Chimbel PHC into more specialized facilities serving specific geographic areas demonstrates a strategic approach to healthcare delivery that considers population density and accessibility factors.
