The Hubballi-Dharwad Municipal Corporation (HDMC) has taken a significant step towards managing its stray dog population by approving a plan to construct a dedicated dog shelter. The facility, slated to be built in Shivalli village, aims to relocate stray dogs from sensitive and high-footfall zones across the twin cities.
A Shelter for Humane Management and Public Safety
This initiative is a direct response to growing concerns over public safety and hygiene linked to the increasing number of stray dogs. The proposed shelter, with an estimated cost of over Rs 2.5 crore, is designed to house approximately 240 dogs. The project will be funded using interest accrued from the 15th Finance Commission general funds, ensuring core municipal projects are not financially impacted.
HDMC Commissioner Rudresh Ghali clarified that the move follows directives from the Supreme Court order dated November 7, 2025. The order mandates urban local bodies to identify and manage stray dogs in specific public areas. These include:
- All government and private educational institutions and hospitals.
- Public sports complexes, stadia, bus depots, and railway stations.
- Other spaces like religious places, children's parks, airports, and tourist destinations.
Design and Features of the Shivalli Facility
The shelter will be established on a 1,000-square-metre plot in Shivalli village. It is planned as a comprehensive facility to ensure proper care and rehabilitation of the animals. The design includes 12 separate blocks to allow for the segregation of dogs based on their health, behaviour, or specific recovery needs.
Beyond the kennels, the shelter will feature essential support units:
- A dedicated veterinary clinic for basic treatment and health monitoring.
- A food storage unit to manage supplies.
- Other utility sections to support daily operations, sanitation, and staff requirements.
Civic officials believe this structured approach will enable better rehabilitation and significantly reduce the presence of stray dogs in crowded public spaces.
Next Steps for the Project
Superintending Engineer R Vijay Kumar outlined the roadmap for the shelter's construction. The proposal currently awaits approval from the HDMC general body. Once cleared, the file will be forwarded to the Deputy Commissioner of Dharwad for final clearance.
Kumar confirmed that the file has already been submitted to the DC's office. Following the DC's approval, the corporation will initiate the tendering process and other formalities to begin construction. This project marks a concerted effort by the HDMC to balance urban civic needs with humane animal welfare practices as mandated by the nation's highest court.
