Odisha Government Rolls Out Extensive Summer Preparedness Strategy
In a detailed statement to the Odisha Legislative Assembly on Thursday, Revenue and Disaster Management Minister Suresh Pujari outlined the state government's multi-faceted approach to tackle the escalating risks of heatstroke and sunstroke during the impending summer season. The comprehensive plan encompasses critical interventions across water supply, healthcare, transportation, energy, and public awareness to safeguard both human and animal populations.
Water and Hydration Infrastructure Enhancements
Drinking water accessibility has been identified as a top priority. The administration is establishing dedicated drinking water kiosks at high-traffic locations including markets, bus stands, and other crowded areas in both rural and urban settings. District collectors have received explicit instructions to deploy water tankers in regions experiencing acute water shortages. Furthermore, officials have been directed to expedite repairs of tube wells and piped water supply systems to ensure full operational capacity throughout the summer months.
Healthcare Readiness and Medical Provisions
The Health and Family Welfare Department has secured adequate stockpiles of essential medical supplies, including life-saving medicines, intravenous saline, and Oral Rehydration Solution (ORS) across all health centers and hospitals. Separate beds have been allocated specifically for heatstroke patients to facilitate prompt and specialized treatment. Training programs on heatstroke mitigation, heat stress management, and related ailments are being conducted for doctors and paramedical staff across all 30 districts and 377 community health centers.
Transportation and Energy Sector Adjustments
To minimize public exposure during peak heat hours, the Commerce and Transport Department, in coordination with district collectors, has been mandated to reschedule bus and passenger vehicle operations during severe heatwave conditions. Concurrently, the Energy Department has been tasked with guaranteeing uninterrupted power supply to support cooling systems and essential services. Labor departments have implemented revised work schedules to prevent outdoor assignments during the hottest parts of the day, with provisions for cold drinking water and ORS at all workplaces.
Animal Welfare and Public Awareness Campaigns
Recognizing the vulnerability of animals, concerned departments have been instructed to provide separate water-filled containers for domestic animals and wildlife. The Odisha State Disaster Management Authority (OSDMA) is spearheading a widespread awareness initiative, preparing and distributing heatwave safety posters at the district level and utilizing various media channels for dissemination. School-based awareness programs are being conducted across all 30 districts to educate students on protective measures against heatstroke.
Proactive Monitoring and Financial Support
Leveraging inputs from the India Meteorological Department in Bhubaneswar, advance warnings on temperature and humidity are being systematically shared with district collectors and relevant departments. Twenty-four-hour control rooms have been activated at both state and district levels to ensure continuous monitoring and rapid response. A district-specific heat wave action plan has been formulated for all 30 districts and municipal corporations, with OSDMA collaborating with the Council on Energy, Environment and Water to develop plans for 10 urban areas, with 31 more in the pipeline.
In a significant move, heatstroke-related fatalities have been officially declared a state-specific disaster, enabling financial assistance of Rs 50,000 from the State Disaster Response Fund to be provided to the families of the deceased. This holistic strategy underscores Odisha's commitment to preemptive action and community resilience in the face of escalating summer temperatures.
