India has renewed its lobbying contract with SHW Partners LLC, a firm headed by Jason Miller, former top campaign spokesman and longtime communications adviser to President Donald Trump, according to filings under the Foreign Agents Registration Act (FARA).

Contract Details and Duration

The contract between the Indian Embassy in Washington, D.C., and Miller's SHW Partners LLC was signed on April 24, 2026, and runs through April 23, 2027. The agreement involves a monthly fee of USD 150,000, amounting to an annual outlay of USD 1.8 million. Miller's firm was initially hired by the Indian Embassy in 2025, days after the Pahalgam terror attack on April 22, 2025.

Scope of Services

Under the contract, SHW provides strategic counsel, tactical planning, and government relations assistance on policy matters before the U.S. government, the U.S. Congress, state governments, academic institutions, think tanks, and other relevant stakeholders as required. The firm's outreach activities, as filed with FARA, include at least a dozen phone calls between Miller and Trump Administration officials from January 25 to February 2, 2026. These officials include U.S. Trade Representative Jamieson Greer, Secretary of the Treasury Scott Bessent, Secretary of Commerce Howard Lutnick, and Susie Wiles, Trump's Chief of Staff.

India and the United States announced the framework for an interim bilateral trade agreement on February 2, 2026, following a phone call between Prime Minister Narendra Modi and President Donald Trump. Disclosures for the six-month period between November 2025 and April 2026 show regular phone calls to Greer and Bessent, who were involved in trade negotiations and the Treasury Department's handling of sanctions waivers on crude oil purchases from Russia.
