PM Modi Proposes Global Talent Framework at G20

Prime Minister Narendra Modi delivered a significant address at the G20 Summit in Johannesburg on Sunday, presenting a visionary framework for global talent mobility and outlining India's progressive approach to artificial intelligence. The Prime Minister's remarks came during the session titled "A Fair and Just Future for All," where he emphasized the need for human-centric technological development.

Global Framework for Talent Mobility

According to the Ministry of External Affairs press release, Prime Minister Modi stressed the urgent need to shift focus from 'Jobs of Today' to 'Capabilities of Tomorrow'. He proposed developing a comprehensive Global Framework for Talent Mobility that would facilitate the movement of skilled professionals across international borders.

The Prime Minister recalled the progress already made on talent mobility during the New Delhi G20 Summit and urged member nations to work collectively on establishing this framework in the coming years. This initiative aims to promote global cooperation, talent sharing, and economic development by recognizing the crucial role skilled professionals play in driving worldwide growth.

India's Vision for Technology and AI

During his address at Session 3 focusing on Critical Minerals, Decent Work, and Artificial Intelligence, PM Modi outlined a transformative approach to technology development. He called for a fundamental change in how critical technologies are promoted, emphasizing that applications must be 'human-centric' rather than 'finance-centric', 'global' rather than 'national', and based on 'open source' rather than 'exclusive models'.

The Prime Minister highlighted how this vision has been successfully integrated into India's technology ecosystem, resulting in significant benefits across various sectors. India has emerged as a world leader in space applications, artificial intelligence, and digital payments, demonstrating the effectiveness of this approach.

AI Impact Summit 2026 and Global Compact

PM Modi extended a formal invitation to all G20 countries to participate in the AI Impact Summit scheduled for February 2026. The summit will operate under the theme "Sarvajanam Hitaya, Sarvajanam Sukhaya" (Welfare for all, Happiness for all), reflecting India's commitment to inclusive technological development.

Speaking specifically about artificial intelligence, the Prime Minister detailed India's comprehensive approach based on three key pillars: equitable access, population-level skilling, and responsible deployment. He noted that under the India-AI Mission, the government is building accessible high-performance computing capacity to ensure AI benefits reach every citizen.

PM Modi called for establishing a global compact on AI based on fundamental principles of transparency, human oversight, safety-by-design, and prevention of misuse. He emphasized that while artificial intelligence should expand human capabilities, the ultimate decision-making authority must remain with humans themselves.

The Prime Minister concluded by articulating India's unwavering commitment to global well-being, stating that India stands for development that is sustainable, trade that is trusted, finance that is fair, and progress in which everyone prospers.
