Gujarat SIR Finds 16 Lakh Dead Voters, 23 Lakh Shifted

The Election Commission's ongoing Special Intensive Revision (SIR) of electoral rolls in Gujarat has uncovered significant discrepancies, identifying a massive number of ineligible voters. The office of the state's Chief Electoral Officer (CEO) released a statement on Tuesday, December 2, 2025, revealing the scale of the cleanup operation.

Major Discrepancies Uncovered in Voter Lists

The revision process has led to some startling findings. Approximately 16 lakh (1.6 million) voters listed on the rolls have been identified as deceased. In a parallel discovery, more than 23 lakh (2.3 million) voters were found to have permanently shifted from their registered addresses.

Further irregularities were also noted. The CEO's statement added that over 4.40 lakh voters were marked as 'absent' during physical verification, and more than 2.82 lakh entries were found to be repeated, indicating potential duplications in the system.

Massive Distribution and Digitisation Drive

As part of the SIR exercise, a widespread outreach has been conducted. Enumeration forms have been distributed to more than five crore (50 million) voters who were listed on the 2025 electoral rolls. The distribution work has been completed 100% in almost all of Gujarat's 33 districts, with the remaining districts nearing completion.

The subsequent phase of digitising the returned forms is now in full swing. This process has already been fully completed in four Assembly constituencies: Dhanera and Tharad in Banaskantha district, Limkheda in Dahod, and Dhoraji in Rajkot district.

Leading Districts in Digitisation

Among the top-performing districts in the digitisation drive, Dang leads the way with 93.55% of work completed. It is closely followed by:

  • Sabarkantha (89%)
  • Banaskantha (88.96%)
  • Mahisagar (88.91%)
  • Chhota Udepur (88.81%)
  • Panchmahal (87.88%)
  • Aravalli (87.67%)
  • Surendranagar (87.45%)

The critical enumeration phase of the Special Intensive Revision is scheduled to continue until December 11, 2025. This extensive exercise aims to create a cleaner, more accurate voter list, which is fundamental to the integrity of the democratic process in the state.
