Zero Tolerance on Expenditure Violations

The clear directive was delivered during a crucial joint meeting held between representatives of various political parties and the district election department. The primary aim of the meeting was to ensure unwavering adherence to the Model Code of Conduct, which is now officially in effect. Additional Commissioner (2) Prashant Rode guided the political parties through the intricacies of the election process, the legal provisions, and, most importantly, the stringent rules governing campaign expenses.

Rode explicitly informed all attendees that, as per the directives of the State Election Commission, the maximum expenditure limit for every candidate is firmly set at Rs 13 lakh. He emphasized that compliance with this ceiling is mandatory and non-negotiable. All expenses related to publicity efforts must be accounted for within this limit. This includes costs incurred for:

  • Campaign rallies and processions
  • Social media advertising and campaigns
  • Printed materials like banners, pamphlets, and posters

Mandatory Protocols for Candidates

The authorities have laid down specific protocols that every candidate must follow to ensure transparency. Each candidate is required to maintain a separate, dedicated register for recording all election-related expenditures. Crucially, they must also submit detailed expense accounts, supported by valid receipts, to the election officials for scrutiny.

Furthermore, candidates cannot hold rallies or public meetings spontaneously. They must obtain prior permission from the relevant authorities before organizing any such event. This measure is intended to help monitor expenditure and maintain public order during the campaign period.

Model Code of Conduct Timeline

The regulatory framework for the Thane Municipal Corporation general elections is now active. The Model Code of Conduct officially came into force on December 15, 2025. It will remain operational and legally binding until midnight of January 16, 2026, covering the entire campaign duration and the polling process.

The election department's message is unequivocal: any deviation from these rules will be met with serious consequences.
