Voter Slip Distribution in Kolkata Creates Confusion Ahead of Polling Day

In Kolkata, just a week before the crucial polling day, the distribution of voter slips has commenced, with Booth-Level Officers (BLOs) embarking on their final field visits. This process, initiated on Monday, is expected to wrap up within a few days, but it has been marred by significant confusion among electors.

Residents Voice Concerns Over Mandatory Home Presence

The confusion stems from varying instructions given by BLOs regarding the need for voters to be physically present at home during the slip handover. Susmita Pal, a voter from the Cossipore-Belgachhia area, highlighted this issue, stating, "The BLO from our area told us to be present at home when she comes to distribute the voter slip. We are confused as it is not always possible to remain at home. However, she could not give any idea when she would come. If she returns with our voter slip, then I do not know how we will cast our vote."

Similarly, Bulbuli Ray, another voter, shared her predicament: "My daughter does not return home before 10 pm. In that case, how can she be present when the BLO comes? I asked her to leave her voter card so that I could show it to the BLO." This has left many residents anxious about their ability to receive their slips and, consequently, participate in the voting process.

Logistical Challenges and BLO Workload

Adding to the confusion, some residents, like a Maniktala resident living in a housing complex, were instructed to gather on the ground floor in the evening for slip distribution. She expressed her dilemma: "I stay in one place and my daughter stays in the housing complex. The BLO of my area handed over my voter slip when I was absent, and my husband received it. But, I do not know how to collect my daughter's slip."

This marks the first time BLOs have been directly involved in distributing voter slips, a task previously handled by political party workers. Sumedha Bhattacharya, a BLO from Shyampukur, explained the new protocol: "We have been asked to hand over voter slips to an adult member of a family. I have been following that instruction. The family member collecting slips on behalf of others has to sign the register I am carrying."

However, BLOs are facing immense pressure due to tight deadlines. Arup Nag, a BLO from Kasba, revealed, "I have been given voter slips to distribute to about 800 voters in this area, and I have only three days in hand." Compounding the issue, some BLOs noted that Booth-Level Assistants (BLAs), who previously aided in distribution, have now refused to help, citing a tense atmosphere.

Impact on Election Preparedness

The confusion and logistical hurdles have raised concerns about the smooth conduct of the upcoming elections. With voters uncertain about how to receive their slips and BLOs stretched thin, there is a risk of disenfranchisement for those unable to be present during distribution. This situation underscores the challenges in implementing new electoral procedures and highlights the need for clearer communication and more flexible distribution methods to ensure all eligible voters can participate.
