Andhra Pradesh Minister Directs Officials to Draft Law Keeping Children Under 13 Off Social Media
In a significant move to safeguard young minds, Andhra Pradesh IT and Education Minister Nara Lokesh has issued directives to officials to begin drafting legislation aimed at keeping children below the age of 13 away from social media platforms. This initiative underscores the government's commitment to protecting and nurturing creativity in children by implementing robust digital safety measures.
Comprehensive Policies for Age-Appropriate Content
During a ministers' committee meeting held at his Undavalli residence, Lokesh emphasized the need for comprehensive policies to ensure age-appropriate content for children aged between 13 and 16 years. The goal is to prevent exposure to harmful material on digital platforms, thereby fostering a safer online environment for minors.
Lokesh instructed officials to study national and international best practices, examining legal mechanisms related to children's digital safety and well-being. Specific models from countries such as Australia, Singapore, and Denmark will be analyzed to develop effective strategies for keeping minors away from sensitive content.
Large-Scale Awareness Programs and Educational Initiatives
The government plans to roll out extensive awareness programs across the state to educate students, parents, and teachers about the impact of social media on children. These initiatives will include sensitization sessions during 'no bag days' in schools and mega parent-teacher meetings conducted twice annually.
Additionally, awareness programs on women's safety will be organized for self-help group members, highlighting the broader societal implications of digital platforms.
Technological Solutions and Legal Enforcement
Officials have been directed to explore the feasibility of using DigiLocker-linked age tokens for age verification on digital platforms. This technological approach aims to enhance the accuracy and reliability of age restrictions, ensuring that children are not exposed to inappropriate content.
Public opinion will be sought on these measures, and a report will be submitted on issues that fall within the scope of central legislation. Lokesh warned of strict action against those posting offensive or hate-filled content, particularly targeting women, on social media platforms.
Immediate Steps for Legal Compliance
Lokesh also instructed officials to initiate steps for the immediate appointment of an adjudicating officer under Section 46 of the Information Technology Act. This section deals with contraventions leading to civil penalties and compensation, reinforcing the legal framework for digital safety.
The meeting was attended by ministers Vangalapudi Anitha, Nadendla Manohar, and Satya Kumar Yadav, along with senior officials including GAD principal secretary Shyamala Rao, I&PR director KS Viswanathan, cybercrime officials, and representatives from major social media platforms such as Meta, YouTube, X, ShareChat, and Josh.
