Arunachal Pradesh CM Pema Khandu Calls on PRI Representatives to Fortify Grassroots Democracy

In a significant move to bolster local governance, Arunachal Pradesh Chief Minister Pema Khandu on Thursday urged elected Panchayati Raj Institution (PRI) representatives to enhance grassroots democracy through inclusive planning, efficient implementation of government schemes, and seamless coordination with administrative machinery. The call was made during the inaugural session of a comprehensive four-day state-level interaction and orientation programme organized by the panchayati raj department in Itanagar.

Congratulating Newly Elected Representatives

Addressing the gathering, CM Khandu extended his heartfelt congratulations to the newly elected Zilla Parishad Chairpersons (ZPCs), Zilla Parishad Members (ZPMs), and Gram Panchayat Chairpersons (GPCs) for securing a public mandate in the recent panchayat elections. He emphasized that this electoral success reflects the trust placed in them by the people, underscoring their crucial role in shaping local development.

Structure of the Orientation Programme

Outlining the programme's framework, the Chief Minister explained that the first two days would feature joint training sessions for all ZPCs, ZPMs, and GPCs. These technical sessions are meticulously designed to fortify the panchayati raj system by covering essential topics such as government schemes, the latest technological advancements, and streamlined administrative processes. Khandu highlighted that this training aims to equip representatives with the skills needed to navigate modern governance challenges effectively.

Arunachal's Unique Two-Tier Panchayati Raj System

Highlighting the state's distinctive two-tier panchayati raj model, Khandu noted that this structure was adopted to ensure operational efficiency and clear role delineation, tailored to Arunachal Pradesh's unique demographic and geographical conditions. He described panchayati raj as the bedrock of grassroots democracy, stressing that elected representatives bear the responsibility of reflecting public opinion and democratic values in village development planning. This approach, he asserted, is vital for fostering sustainable growth and community engagement.

Data on PRI Representation and Training Outreach

Sharing detailed statistics on PRI representation, Khandu revealed that Arunachal Pradesh currently has 27 ZPCs, 245 ZPMs, and 2,108 GPCs, along with over 8,000 gram panchayat members. Due to logistical constraints, only 50% of GPCs were invited to the current training session. However, the CM assured that district-wise and zonal-level programmes would be organized soon to ensure wider outreach and comprehensive capacity-building for all representatives.

Future Plans for PRI Enhancement

Looking ahead, Khandu announced that the government plans to undertake delimitation during the next panchayat election cycle, following the upcoming census, to make PRIs more effective and responsive. He confirmed that the State Election Commission has already been empowered to carry out this exercise, signaling a proactive approach to refining local governance structures for better service delivery and democratic participation.
