The Assam government has officially constituted the 8th Assam Pay Commission, marking a significant move to revise the pension structure, pay scales, and service conditions for its workforce. This development comes nearly a decade after the last revision, which took effect on April 1, 2016, following the recommendations of the 7th Assam Pay & Productivity Pay Commission.

The newly formed panel will be chaired by Subhash Chandra Das, a former additional chief secretary of Assam, and will include seven other members. According to a notification issued by the state's finance department, the commission has been allocated 18 months to submit its comprehensive recommendations, setting a clear timeline for this crucial review process.

With this initiative, the Assam government aims not only to update salaries and allowances but also to introduce structural reforms in several key areas. These include human resource management, technology adoption, and outcome-based governance. Scope and Exclusions

The 8th Pay Commission will focus on state government employees but will exclude certain categories. Specifically, it will not cover officers of All India Services, posts under UGC/AICTE technical pay scales, and judicial service officers whose salaries are governed by national judicial pay panels. This targeted scope ensures that the commission's work is focused on areas where state-level adjustments are most needed.

Pension and Allowance Revisions

In addition to salaries, the commission will thoroughly examine pension structures and family pensions. Key considerations will include their relation to inflation and the Consumer Price Index. The panel is expected to recommend systems for dearness relief and pension revision, addressing long-standing concerns about the financial well-being of retired employees in the face of economic fluctuations.
