In a significant move to bolster environmental compliance, Bengaluru Solid Waste Management Ltd (BSWML) has launched a renewed and intensified campaign against the use of plastic and violations of waste segregation rules. Authorities have issued a stern warning that penalties for repeat offences can escalate to as high as Rs 5 lakh, underscoring a zero-tolerance approach to non-compliance.
Targeted Monitoring at Events and Gatherings
As part of this aggressive drive, BSWML will focus on closely monitoring weddings, large gatherings, banquet halls, and convention centres. These venues have been identified as hotspots where the use of single-use plastic items—such as plates, spoons, non-woven polypropylene (NWPP) bags, flex, and plastic sheets—remains prevalent. Surprise inspections and raids will be conducted regularly, with violators facing immediate fines to ensure swift enforcement.
Detailed Penalty Structure for Various Violations
The existing regulatory framework outlines clear penalties for infractions. Initial violations for plastic use at events can attract fines of up to Rs 3,500, but these amounts increase sharply for repeat offences. Waste segregation has been made strictly mandatory, with penalties imposed on households, bulk waste generators, and individuals dumping garbage in vacant sites.
- Households failing to segregate waste will face fines starting at Rs 500 for the first offence and Rs 1,000 for subsequent violations.
- Dumping waste in vacant plots can result in penalties of Rs 25,000 initially and Rs 50,000 thereafter.
- Bulk waste generators are subject to fines ranging from Rs 10,000 to Rs 25,000.

In a parallel initiative, BSWML has introduced a graded penalty structure specifically for violations at events, linking fines directly to the size of gatherings. Organisers conducting events without proper permission will face penalties starting from Rs 2,500 for gatherings of up to 5,000 people. This amount rises progressively, reaching Rs 50,000 for events exceeding 25,000 attendees. Additionally, violations involving the use of banned plastic items will attract fines ranging from Rs 3,500 to Rs 50,000, depending on the scale of the event.

BSWML CEO Karigowda emphasized that these fines are not new but are derived from existing Solid Waste Management rules. He stated, "What we are doing now is ensuring strict enforcement on the ground. There will be zero tolerance, especially at large public events and among bulk waste generators." This statement reinforces the agency's commitment to moving beyond mere regulations to active, on-site implementation.
