Bhopal's Master Plan Remains in Limbo Amid Metropolitan Region Integration Efforts
The comprehensive master plan for Bhopal continues to be stalled, with its implementation delayed as authorities work to synchronize it with the newly proposed Bhopal Metropolitan Region. Originally drafted and completed over a year ago, the plan has been put on hold pending alignment with broader regional development initiatives.
Government's Stance and Political Demands
In February, the state government informed the assembly that the master plan is ready but may require reconsideration or redrafting to integrate with the metropolitan region framework. Urban Development and Housing Minister Kailash Vijayvargiya emphasized that while his department finalized the plan a year and a half ago, Chief Minister's vision for the metropolitan area necessitates a potential overhaul. "Let us first see his vision; if he says to remake it, we will redraft it," Vijayvargiya stated in the House, indicating that the plan's release is not imminent.
The Congress party has intensified pressure, demanding the plan's immediate release. They argue that it has been pending for over two decades, causing significant hardships for residents due to the absence of updated urban guidelines.
Scope of the Bhopal Metropolitan Region
The Bhopal Metropolitan Region, introduced last year, aims to foster integrated development across Bhopal and adjacent districts—Raisen, Vidisha, Rajgarh, Sehore, and Narmadapuram—on a model similar to Delhi-NCR. This expansive region encompasses 2,523 villages spread over 12,000 square kilometers. However, progress has been slow, with the government yet to advance beyond initial area identification.
Legislative Backing and Audit Findings
In May last year, the Madhya Pradesh cabinet approved the Madhya Pradesh Metropolitan Region Planning and Development Act 2025, which establishes metropolitan planning committees and development authorities for Bhopal and Indore. The act's objective is to create tailored development plans that address the geographic and economic needs of each metropolitan area.
A Comptroller and Auditor General (CAG) report, tabled in the MP assembly on February 20, highlighted the critical absence of an updated master plan. The report noted that since 1975, only two Bhopal Development Plans have been approved—in 1991 and 2005—leaving no contemporary framework for population growth planning. It further revealed that the state government returned the draft Bhopal Development Plan-2031 in February 2024 after a 36-month delay, with no subsequent progress on revisions. "The outdated Bhopal Development Plan 2005 continues to prevail," the CAG report stated, warning that this benchmark may no longer be relevant for current development needs.
Implications of the Delay
The prolonged hold on Bhopal's master plan has significant implications for urban planning and infrastructure development. With the 2005 plan still in effect, the city lacks a modern blueprint to manage expansion, housing, and economic growth effectively. Stakeholders, including residents and policymakers, await clarity on when the revised plan will be unveiled to guide Bhopal's future development in harmony with the metropolitan region vision.
