State Planning and Development Minister Bijendra Prasad Yadav delivered a strong message to government officials on Tuesday. He urged them to capitalize on Bihar's current momentum to trigger large-scale industrial transformation across the state.

Workshop Focuses on Evidence-Based Policy

Yadav spoke at a high-level training workshop organized for state government officials. The Asian Development Research Institute (ADRI) conducted this one-day program titled "Interactive Report-Writing for Planning & Policy." The workshop specifically focused on strengthening policy formulation through evidence-based documentation and thorough analysis.

Addressing the gathering directly, Minister Yadav emphasized the importance of data-driven approaches. "Evidence-based, data-driven inputs have become the cornerstone of multi-dimensional progress in the modern world," he stated clearly. The minister stressed the urgent need for a forward-looking development strategy. This strategy must integrate advanced data analytics with Bihar's inherent strengths, particularly its abundant water resources.

Call for Analytical Approach

"The state must cash in on the promising winds of change," Yadav declared with conviction. He identified the planning and development department as the primary driver for this integrated vision of sustainable growth. The minister urged all officials to adopt a more analytical and outcome-oriented approach in their policy planning activities.

Additional Chief Secretary of the Planning and Development Department N Vijaya Lakshmi also addressed the workshop participants. She highlighted a significant challenge facing Bihar's administration. Despite her department serving as the nodal agency for monitoring sustainable development goals, clarity surrounding Bihar's actual performance on these targets remains lacking.

Quality Reporting Essential for Policy

Lakshmi explained that effective policy-making depends heavily on high-quality report writing. She described a process where data from multiple departments must be carefully compiled, properly validated, and thoroughly analyzed. Only through this rigorous approach can reports truly guide informed government action.

The workshop attracted participation from forty-five officials representing various departments. It featured five interactive sessions conducted by ADRI Member-Secretary Ashmita Gupta along with other faculty members. These sessions focused on developing key contemporary administrative skills essential for modern governance.

Practical Skills Development

Participants learned practical methodologies for different types of official reports. They received training in advanced data collection techniques and modern analytical tools. The curriculum also included Geographic Information System (GIS) mapping applications, development of digital platforms for governance, and ethical data management practices.

Deepak Kumar delivered the vote of thanks that concluded the program. The training session successfully equipped Bihar's bureaucracy with essential tools required for data-led planning. These skills will support sustainable economic growth across the state in coming years.
