Bihar Government to Establish Centralized Contractor Database for Urban Infrastructure Projects
In a significant move aimed at enhancing quality, timeliness and transparency in urban infrastructure development, the Bihar government has announced plans to create a comprehensive centralized database covering every agency and contractor involved in civic works across the state.
Real-Time Monitoring System
Deputy Chief Minister and Urban Development and Housing Minister Vijay Kumar Sinha made the announcement during a high-level review meeting held on Friday. The database will serve as the foundational platform for real-time monitoring of all urban infrastructure projects throughout Bihar.
The system will systematically record crucial details for each contracting agency, including:
- Available manpower and technical resources
- Precise nature and scope of assigned projects
- Committed timelines and deadlines
- Historical track record on quality and delivery performance
Strict Accountability Measures
Sinha issued a stern warning that any agency repeatedly failing to complete work within stipulated deadlines or maintain prescribed quality standards would face immediate and stringent departmental action. He emphasized that delivering transparent, high-quality and accountable urban services remains the government's top priority.
"On the core values of quality, transparency and accountability in urban services, there will be no compromise whatsoever," Sinha declared, making the government's position unequivocal.
Dedicated Grievance Redressal System
The minister acknowledged that the department receives numerous complaints regarding deficiencies in urban amenities. While many are legitimate, some appear motivated by political considerations or vested interests.
To address this challenge, the government is establishing a dedicated grievance cell that will filter out frivolous or mala fide complaints while ensuring speedy redressal of genuine issues. Under the new system:
- Complainants must provide full name, address and credible supporting evidence
- Only verified, evidence-based complaints meeting these criteria will be processed
- Genuine grievances will receive prompt action according to established rules
Urbanization as Development Driver
Sinha described orderly and accelerated urbanization as a key driver of Bihar's progress. He linked the initiative to both national and state development visions:
- Prime Minister Narendra Modi's vision for clean, healthy and citizen-friendly cities
- Chief Minister Nitish Kumar's focus on 'ease of living' under the Saat Nishchay-3 program
The comprehensive database represents a technological leap forward in urban governance, enabling systematic tracking of contractor performance while ensuring taxpayer funds are utilized efficiently for quality infrastructure development that benefits all citizens.
