In a major policy shift designed to fast-track the expansion of piped natural gas (PNG) infrastructure, the Brihanmumbai Municipal Corporation (BMC) has issued a directive requiring all ward offices to grant trenching permissions to Mahanagar Gas Ltd (MGL) within 24 hours for laying gas pipelines throughout Mumbai. Streamlined Approval Process and Deemed Clearances

The circular, approved by the municipal commissioner on March 30 and issued by the road and traffic department, introduces a streamlined approval mechanism. Under the new guidelines, all existing and pending applications from MGL will be treated as "deemed approved", allowing pipeline construction to commence immediately without further bureaucratic delays.

For fresh applications, the BMC has mandated that permits must be issued within a single day, covering all road categories including both defect liability period (DLP) and non-DLP roads. This represents a dramatic reduction from previous approval timelines that often extended for weeks or months.

Flexible Restoration Options and Fixed Charges

The BMC has provided MGL with flexible options for trench reinstatement following pipeline installation. The utility company may choose to undertake restoration work independently, provided it adheres to civic specifications and submits a performance bank guarantee equivalent to 20% of reinstatement charges.

For cases where MGL opts out of self-restoration, the BMC has established fixed reinstatement charges: Rs 5,000 per running metre for concrete roads and Rs 3,500 per running metre for asphalt and paver block roads. Additionally, a one-time access charge of Rs 1,000 per kilometer will apply to new applications where payment demand notes have not yet been issued.

Extended Working Hours and Regulatory Relaxations

To further expedite pipeline installation, the BMC has authorized round-the-clock pipeline laying operations and relaxed working season restrictions until June 30, 2026. In a temporary regulatory easing, the requirement for no-objection certificates (NoCs) from the chief fire officer and traffic police has been simplified.

Instead of obtaining formal NoCs, MGL is now only required to intimate daily work schedules to the concerned authorities, significantly reducing administrative hurdles while maintaining necessary oversight.

This policy initiative comes in response to directives from the Ministry of Petroleum and Natural Gas and is influenced by recent developments in the Middle East that have highlighted the importance of domestic energy infrastructure security.
