Census 2027 Begins in New Delhi: Teachers Lead Door-to-Door Data Collection
Census 2027 Starts in New Delhi with Teacher Enumerators

Census 2027 Houselisting Operations Commence in New Delhi District

Under the sweltering afternoon sun, Yamini Dawas, a dedicated teacher from an NDMC school, approaches the staff quarters at Bikaner House near India Gate in New Delhi. Clad in a vibrant red suit and carrying a distinctive 'Census of India 2027' bag, she holds her mobile phone—an essential instrument for this critical national task. As she nears the residential block, her phone screen illuminates, signaling the start of her assignment: ground-truthing, a meticulous process of on-ground verification against official maps.

On-Ground Verification and Public Engagement

Dawas is one of nearly 570 teachers deployed across New Delhi district for houselisting work, part of the foundational phase for Census 2027. Moving past the main building, she heads toward a modest asbestos-roofed structure tucked behind the sprawling complex. At the mesh door, she pauses and knocks gently. A woman in her 30s, appearing slightly unsettled by the unexpected visit, peers through the mesh and inquires, "Kahan se aaye hain? (Where have you come from?)"

Sensing hesitation, Yamini offers quick reassurance: "Census ke liye aaye hain, janganana ke liye. Aap bahar aa jaiye (We are here to conduct the census. Please come out)." The woman retreats briefly inside, a common reaction noted by enumerators. Another census worker accompanying Dawas remarked, "Thoda sa comfortable karna padega. Log ghabra jaate hain ek dum dekh ke (We will have to make them comfortable. People get nervous when they see someone turning up suddenly)."

Upon returning, the woman introduces herself as Santosh Tanwar. Yamini patiently explains the census purpose, emphasizing that all data collected is protected and secure with the government. As tension eases, the enumerator begins asking a series of detailed questions about the house, its occupants, and available amenities, making entries directly into a specialized mobile app. Queries cover aspects such as the number of rooms and the use of LPG cylinders, ensuring comprehensive data capture.

Large-Scale Data Collection Effort Underway

Thursday marked the first day of houselisting operations for Census 2027 in New Delhi district, with field enumerators fanning out across the area. New Delhi DM Sunny Kumar Singh stated, "Most of the enumerators will conduct ground-truthing and mapping in the first three days, after which full-scale enumeration work will begin." In the coming days, enumerators will go door-to-door in assigned areas, each expected to cover approximately 200 houses, with a deadline of May 15 to complete the task. This work lays the groundwork for one of India's most extensive data collection exercises.

New Delhi district encompasses nearly 85,000 households, all of which will be marked during the houselisting exercise. The district administration has strategically divided the NDMC and Delhi Cantonment areas into 473 houselisting blocks, each containing 180-200 houses. During this phase, enumerators verify houselisting block boundaries, identify roads or landmarks, and check building numbering to ensure systematic enumeration and that no house is overlooked. Singh added, "Senior officials are supervising the process, and the work is going on smoothly."

Logistical Challenges and Enumerator Preparedness

Prior to deployment, supervisors and senior officials gathered at the New Delhi DM's office for detailed briefings. A supervisor highlighted the challenges, noting, "Most of the enumerators are government teachers, and they have to do the work after school hours, which is a challenge." Equipped with identity cards hanging around their necks to confirm their census role, each enumerator carries a bag containing a diary, water bottle, and cap. One enumerator explained, "We have to mark each house after enumeration is completed."

The enumerators will ask 33 questions covering various parameters, including building and house numbers, structural aspects like floor, wall, and roof materials, and household-level data such as the number of residents and socio-economic categories. This thorough approach ensures accurate and holistic data collection for national planning and policy-making.

Future Steps and Broader Implementation

The government plans to initiate self-enumeration for all 250 MCD wards starting May 1, followed by the houselisting operation from May 16. This phased rollout aims to streamline the process and enhance public participation. The Census 2027 exercise represents a monumental effort to gather vital demographic and socio-economic data, crucial for informed governance and development initiatives across the country.

As enumerators like Yamini Dawas continue their diligent work, the success of this initial phase in New Delhi district sets a precedent for the nationwide census, highlighting the dedication of public servants and the importance of community cooperation in achieving accurate and comprehensive data collection.
