Chennai's Satellite Towns to Get GIS Masterplan Inspired by Saudi Arabia, NEOM
To shape the next phase of urban expansion in Chengalpet district, planners are drawing crucial lessons from Saudi Arabia and other international models. The ambitious effort aims to create a comprehensive GIS-based masterplan for the towns of Madhuranthakam and Thirukazhukundram, which are key extensions of the Chennai Metropolitan Region (CMR).
Comprehensive Planning for Future Growth
The Directorate of Town and Country Planning (DTCP) is spearheading the creation of this masterplan, which will cover a combined planning area spanning 46.26 square kilometers. Madhuranthakam accounts for the larger share of this area. The entire planning process is expected to take 24 months to complete, involving multiple stages including satellite mapping, detailed surveys, extensive stakeholder consultations, and scenario-based planning before a final statutory plan receives approval.
With strong connectivity through highways, rail networks, and proximity to both port and airport facilities, planners view this region as a critical node for future urbanization. Madhuranthakam, currently an agrarian town, is being considered for a proposed ‘global city' development. Meanwhile, Thirukazhukundram serves as a major pilgrimage center with significant tourism-driven economic activity.
International Inspiration for Local Development
"We are cherry-picking what works best from each international model," explained an official involved in the planning process. "From Saudi cities, we are adopting structured zoning and tightly planned urban growth principles. From NEOM, the focus is on data-driven, GIS-based planning where everything—land use, transport networks, and infrastructure—is seamlessly integrated. From Iraq's regional plans, we're emphasizing long-term, balanced development that effectively connects towns with their rural hinterlands."
Local Perspectives on Infrastructure Needs
D Yuvaraj, Thirukazhukundram town panchayat chairman, emphasized the practical requirements for successful development. "There is a clear need for a good grid of roads and reliable water supply systems," he stated. "We particularly need higher Floor Space Index (FSI) along the transit-oriented corridor to maximize development potential."
Urban planner Pavithra Sriram added her professional perspective: "There is a critical need for intentionally planned development in these areas. The impetus for growth must be carefully identified, and comprehensive strategies—including transportation improvements and connectivity to other major towns and cities—should be systematically developed."
The masterplan represents a significant step toward structured urban expansion in Chennai's peripheral regions, combining international best practices with local requirements to create sustainable development models for decades to come.
