Visakhapatnam: The Confederation of Real Estate Developers' Associations of India (CREDAI) Visakhapatnam has formally requested the stamps and registration department to implement a project ID-based framework within the CARD 2.0 system. This move aims to simplify and expedite the registration process for gated communities and large residential projects.

Background of the Proposal

In a representation submitted to the deputy inspector general of the stamps and registration department, CREDAI Visakhapatnam acknowledged the successful implementation of CARD 2.0, praising its role in enhancing digital governance, transparency, and public service delivery. However, the association highlighted significant inefficiencies in the current registration workflow.

Challenges in the Existing System

According to CREDAI, the process of generating check slips prior to registration consumes excessive time, especially in large residential projects where it can extend beyond 90 minutes. The repeated entry of project-related information for each individual unit—including ownership details, OTP verifications, and uploading of link documents—leads to operational delays and unnecessary duplication of work.

Proposed Project ID Framework

CREDAI Visakhapatnam president E Ashok Kumar stated that the proposed framework would simplify registration workflows for large-scale developments and improve overall system efficiency. He remarked, "CARD 2.0 is a significant step towards modernising registration services. The introduction of a centralised project ID system would help reduce repetitive procedures and facilitate faster processing of registrations."

Key Features of the Proposal

  • Unique Project ID: Each project would receive a unique ID after master project data registration, which would be used for all unit-wise registrations within the same development.
  • Permanent Data Storage: Landowner and GPA holder details would be stored permanently for auto-population in future transactions.
  • Single-Time OTP Verification: Authorised signatories would undergo OTP verification only once, eliminating repeated checks.
  • Centralised Document Storage: Verified link documents would be stored centrally for easy retrieval.
  • Automatic Data Retrieval: Project data would be automatically fetched to minimise manual entry.

Expected Benefits

Ashok Kumar emphasised that the system would substantially reduce check slip generation time, improve data accuracy, and enhance operational efficiency for applicants, developers, and departmental officials. The association has urged the department to consider incorporating the proposal as part of future enhancements to CARD 2.0, stating that it would contribute towards faster and more citizen-friendly registration services.
