The Chhatrapati Sambhajinagar Municipal Corporation (CSMC) has issued a directive to advertising agencies and hoarding owners to conduct immediate safety audits and secure all hoardings, flex banners, and related structures. This action comes in anticipation of pre-monsoon stormy winds, with authorities warning that negligence could lead to accidents and legal liability.
Commissioner Flags Risks
CSMC Commissioner Amol Yedage highlighted serious risks posed by poorly maintained displays across the city. He observed that in many areas, flex banners on hoardings are torn, structural components have become loose, or advertising materials are left dangling precariously over power lines or buildings. He stated, "There is a distinct possibility that, due to stormy winds, these materials could suddenly be dislodged and fall upon citizens or vehicles passing along the roads, potentially leading to serious accidents."
Structural Integrity Requirements
The civic body emphasized that agencies must ensure all hoardings are structurally sound and do not endanger public safety. Commissioner Yedage added, "Any hazardous materials, loose structural components, torn flex banners, or similar items must be promptly removed by agencies. Additionally, necessary repairs and maintenance work should be undertaken to reinforce the structural integrity of the hoardings, thereby preventing the occurrence of any untoward incidents in the future."
Legal Framework and Liability
Citing the Advertising Board Control Rules of 2003 and relevant municipal notifications, the CSMC reiterated that the responsibility for maintenance lies with the respective agencies. It made clear that in case of any accident, the agency concerned would be held liable. The corporation has urged all advertising agencies, hoarding owners, and property owners to accord top priority to public safety and undertake corrective measures without delay.
While official figures were unavailable, an estimated 350 legal hoardings are installed within municipal limits. The directive aims to mitigate risks and ensure public safety ahead of the stormy season.
