Dakshina Kannada CEO Enforces Strict Measures for Rural Cleanliness

In a significant move to bolster sanitation in rural areas, a video conference was convened under the leadership of Dakshina Kannada Zilla Panchayat CEO Narwade Vinayak Karbhari. The meeting brought together taluk panchayat executive officers and gram panchayat development officers to address pressing cleanliness issues across the district.

Immediate Actions Against Waste Violations

CEO Karbhari issued clear directives to tackle waste dumping and burning in public spaces. Authorities have been instructed to identify offenders within gram panchayat jurisdictions and impose fines without delay. In cases where fines remain unpaid, an FIR must be filed at the local police station to ensure accountability.

"Immediate action should be taken against the offenders in each taluk, and a report should be submitted," Karbhari emphasized, underscoring the urgency of compliance.

Enhancing Cleanliness Drives and Infrastructure

The 'Clean Saturday' initiative, organized on the first and third Saturdays of every month, will see intensified efforts. Gram panchayats are tasked with cleaning all road edges within their areas to maintain a tidy environment.

Additionally, a plan has been outlined for 63 gram panchayats lacking a 'Swachh Sankeerna' unit. These GPs must prepare proposals to construct facilities of at least 1,000 square feet, utilizing untied funds from taluk panchayats and available grants.

Waste Management and Plastic Control Strategies

In the first phase of waste management, 92 gram panchayats have been identified for focused interventions. Among these, 48 GPs are required to immediately enter into agreements with waste management agencies to streamline disposal processes.

To combat the use of banned single-use plastics, inspections and raids will be conducted as per existing circulars. These efforts aim to regulate production, supply, storage, sale, and distribution of such items, impose fines on violators, and promote alternative materials through public awareness campaigns.

Executive officers have been directed to set specific targets for fine collection in GPs, ensuring strict enforcement of regulations.

The conference saw participation from several key officials, including ZP deputy secretary Jayalakshmi Rayakod, planning officer E Jayaram, environmental officer Maheshwari Singh, and Swachh Bharat Mission district coordinators. Their involvement highlights a collaborative approach to achieving the district's cleanliness goals.
