Davanagere District Grama Panchayats Achieve Historic Revenue Milestone
In an unprecedented fiscal achievement, the grama panchayats (GPs) of Davanagere district have recorded a remarkable 100.5% revenue collection for the 2025-26 financial year, setting a new historical record. This accomplishment highlights the effectiveness of targeted administrative initiatives in enhancing local governance and financial sustainability.
Record-Breaking Performance Across the District
Out of the 194 grama panchayats in Davanagere district, an impressive 120 GPs have demonstrated exceptional progress by achieving tax collection rates exceeding 100%. The district's total revenue demand for the year was set at Rs 31.49 crore, but through diligent efforts, authorities managed to collect Rs 31.64 crore, surpassing the target by 0.5%.
The 'Morning Walk Towards the Village' campaign, spearheaded by Zilla Panchayat Chief Executive Officer Gitte Madhav Vitthalrao, has been identified as the primary driver behind this success. This innovative initiative involved panchayat officials and staff conducting daily visits to every household within GP areas from 6:00 AM onwards. Their mission was to educate residents about the importance of tax payments, village development projects, and the strengthening of local self-governance bodies.
Transformative Impact of Grassroots Engagement
CEO Vitthalrao elaborated on the campaign's methodology, stating, "By engaging in direct dialogue with the public, explaining the necessity and benefits of tax payment, and organizing a revenue collection campaign every month, we have achieved a significant increase in tax collection." The results were particularly striking in March, when the collection rate surged from 70.4% at the beginning of the month to over 100% by month's end, with Rs 7.5 crore collected during that period alone.
A notable highlight occurred on March 31, when authorities collected Rs 1.06 crore in a single day through 6,232 transactions processed via the Panchatantra 2.0 software platform. This demonstrates the efficiency of digital systems in managing large-scale revenue operations.
Top Performers and Future Incentives
Among the district's standout performers, Rudrapura GP in Channagiri taluk secured the top position with an extraordinary 170% progress rate in revenue collection. Following closely, Anaburu GP in Jagalur taluk achieved second place with a 157.5% collection rate.
Looking ahead to the 2026-27 fiscal year, CEO Vitthalrao announced an incentive program: "In the first quarter of the 2026-27 fiscal year, a 5% discount will be available if the public pays their taxes promptly. We encourage all residents to take advantage of this benefit."
Acknowledging Collective Effort
In his concluding remarks, Vitthalrao extended congratulations to all stakeholders who contributed to this landmark achievement. He specifically recognized the hardworking public, taluk nodal officers, TP executive officers, assistant directors of panchayat raj, panchayat development officers, secretaries, senior divisional accountants, tax collectors, all GP staff members, and members of women's self-help groups.
This comprehensive success story from Davanagere district serves as a model for other regions, demonstrating how proactive community engagement, systematic campaigning, and technological integration can dramatically improve local revenue collection and governance outcomes.
