The Delhi Development Authority (DDA) on Tuesday launched a single-window clearance system under its Online Building Permit System (OBPS), aimed at ensuring faster, transparent and citizen-centric building approvals in the national capital. The OBPS is an end-to-end digital platform designed to streamline approvals for building plans, plinth-level clearances and occupancy-cum-completion certificates, in line with the central government's ease of doing business norms.
Key Features of the New System
Officials said the initiative has many unique features and is expected to provide relief from the earlier approval process, which often resulted in procedural delays, excessive red tape, public harassment and complaints of corruption. According to officials, Lieutenant Governor TS Sandhu flagged these concerns and directed the DDA to launch the single-window OBPS on priority.
"The newly launched system will benefit homeowners, architects and developers with a seamless and integrated interface for processing building permissions," officials said. "It will include online submission of building plans, documents and all no-objection certificates through a single-window mechanism, thereby reducing procedural complexity and minimising the need for physical visits to DDA offices."
The authority said applicants would also be able to track the status of applications in real time, make online fee payments and receive digitally signed approvals without repeated visits to DDA offices. Officials said the system integrates AI-powered plan scrutiny, automated compliance checks, geo-tagged mobile inspections and instant SMS and email notifications. AI-powered scrutiny enables automatic analysis and validation of construction drawings and related documents against prescribed building norms and regulations.
Expected Benefits and Timeline
"With these features, there will be minimal procedural delays and operational errors, while improving accountability, efficiency and accuracy in the building approval process," DDA officials said. Building permits are expected to be granted within 30 days in many cases, part of an overall effort to reduce approvals to under 60 days.
This initiative marks a significant step towards digital governance and transparency in urban development, addressing long-standing grievances of citizens and professionals alike. The single-window system is anticipated to reduce corruption and enhance the ease of doing business in Delhi's real estate sector.
