The Directorate of Elementary Education has issued a fresh directive to all District Elementary Education Officers (DEEOs) in Haryana, instructing them to ensure that every eligible government employee under their jurisdiction files their online property returns for the financial year 2025-26, as well as for any previous years where returns remain pending.
Compliance Certificate Required
In a communication sent on July 6, 2026, the Directorate has also demanded a compliance certificate from district authorities confirming that no eligible officer or employee has been left out from filing the online property return. This measure aims to enforce strict adherence to the mandatory disclosure rules.
According to sources within the Education Department, every official is required to annually declare details of their movable and immovable assets. The declaration must encompass all properties inherited, owned, acquired, or held on lease or mortgage, whether registered in the employee's own name, a family member's name, or any other person's name.
Repeated Reminders Ignored
Despite multiple reminders, many employees have yet to submit their annual property returns, compelling the authorities to reiterate the instructions with greater urgency. The Directorate has referred to its earlier circulars that mandated property return filing for all government employees in Groups I, II, and III, and has asked officials to accord the matter top priority.
Rohtak DEEO Bijendra Hooda confirmed that notices had already been issued by his predecessor to employees who failed to submit their returns within the stipulated time. “We will verify whether any of them have still not complied with the directions,” he added.
Union Demands Transparency
Meanwhile, Satpal Sindhu, State President of the Haryana School Lecturer Association (HSLA), has urged the state education authorities to release a district-wise list of teaching and non-teaching employees, indicating who has submitted their property returns and who has not. “The state authorities should also provide detailed guidance to the remaining employees on how to file their property returns, as the process is technical. Everyone should have proper knowledge of the procedure,” Sindhu said.
Background of the Directive
The mandatory filing of annual property returns is part of the government's efforts to ensure transparency and accountability among public servants. The directive covers all employees in Groups I, II, and III, requiring them to disclose assets such as land, buildings, vehicles, investments, and other valuables. Non-compliance can lead to disciplinary action.
The latest order emphasizes that DEEOs must personally oversee the process and submit a compliance certificate to the Directorate, confirming that no eligible employee has been left out. This step is expected to clear the backlog of pending returns and ensure full compliance across all districts in Haryana.
