A devastating fire that engulfed a building in Hauz Rani, Delhi, on Wednesday morning has exposed major gaps in the enforcement of safety regulations under the city's bed and breakfast (B&B) scheme. The property, registered under the Delhi government's B&B initiative, was permitted to accommodate only six rooms but was operating with 24 rooms at the time of the incident.
The blaze has raised serious concerns about the number of similar establishments flouting safety and other norms. According to official data, more than 2,500 rooms across 700 properties are registered under Delhi's B&B scheme, which was introduced under the Incredible India Bed and Breakfast Act, 2007 to promote affordable accommodation in residential areas.
Registration and Violations
Preliminary findings indicate that the Hauz Rani property, known as Flourish Stay Bed & Breakfast, had received approval from the Delhi tourism department for only six guest rooms. The rules stipulate that owners can let out no more than two-thirds of the bedrooms, with a minimum of one double-bed room and a maximum of six double-bedrooms. However, the establishment had expanded to 24 rooms, and its facilities were actively advertised on online booking platforms.
Lack of Enforcement
The incident has highlighted the near absence of regular monitoring. A senior government official admitted that properties are inspected only at the time of registration, and routine checks are rare due to manpower shortages. We do not have enough resources to inspect such violations regularly, the official said, adding that action is typically taken only after complaints are received. A source within the government questioned the value of initial inspections without meaningful follow-up.
The B&B scheme was designed to ensure basic safety and quality standards, including adequate ventilation, lighting, water supply, power arrangements, and parking facilities. The owner must also reside on the premises, and the property is not intended to function as a commercial hotel. Yet, the Hauz Rani establishment had evolved into something quite different.
Government Response
The Delhi government had previously stated that the B&B registration process provides visitors with a sense of security. Last year, the government reduced the registration timeline from 90 days to 30 days to encourage participation. However, officials now acknowledge that if a single establishment could allegedly expand from six approved rooms to 24 without attracting regulatory attention, it raises questions about how many others may be operating in violation of safety norms.
The fire has underscored the urgent need for stricter enforcement and regular inspections to prevent such incidents in the future.
