Delhi Government Honors 35 Officials with Inaugural Chief Minister's Awards for Governance Excellence
In a landmark ceremony held on Tuesday to commemorate Civil Services Day, observed annually on April 21, the Delhi government conferred the first-ever Chief Minister's Award for Excellence and Innovation in Governance and Public Service Delivery. A total of 35 officials were recognized for their outstanding contributions, with the event presided over by Chief Minister Rekha Gupta and Lieutenant Governor TS Sandhu.
Pioneering Recognition for Public Servants
According to an official memorandum dated April 13, the Delhi government has instituted these awards to acknowledge and celebrate innovative and exceptional work by officials across various departments, autonomous bodies, public sector undertakings, and universities under its jurisdiction. This initiative aims to inspire and motivate young officers and staff members to strive for excellence in public service delivery.
K Mahesh, a senior IAS officer and managing director of the Delhi Khadi and Village Industries Board (DKVIB), was among the distinguished awardees. In his remarks, Mahesh emphasized the significance of this recognition, stating, "This is the first time Delhi govt has instituted chief minister's awards to inspire and encourage young officers and staff members to achieve excellence in public service delivery. It will go a long way in boosting the morale of govt servants."
Highlighting Innovative Contributions
The awards spotlighted specific projects that have made a tangible impact on governance and community service. K Mahesh was honored for conceptualizing and organizing Vastra Katha in 2025, a unique fashion show designed to promote khadi in the capital. This event creatively presented India's rich textile heritage through contemporary designs, showcasing hand-spun khadi and tracing its evolution from the Vedic era to modern global fashion, thereby blending tradition with innovation.
Another notable recipient was Sunny Kumar Singh, the district magistrate of New Delhi, who received the award for innovation. Singh was recognized for establishing a citizen lounge at the DM's office, a facility aimed at assisting the hundreds of daily visitors who require in-person services, thereby enhancing accessibility and efficiency in public service delivery.
Diverse Group of Awardees and Selection Criteria
The list of awardees included a wide range of officials from various sectors of the Delhi government and its affiliated bodies. Other prominent recipients were:
- Shurbir Singh, former secretary of the power department
- Jitender Yadav, managing director of Delhi Transport Corporation
- Tapashya Raghav, CEO of the State Health Agency
- Ajay Kumar Bisht, special secretary in the services department
The awards will be presented annually in three distinct categories:
- Group A, B, and C officers, including those from IAS, DANICS, and other cadres
- Personnel working in key sectors such as health, engineering, IT, and environment
- Officials serving in local bodies, autonomous organizations, PSUs, and universities
A maximum of 10 awards will be conferred in each category, ensuring broad representation across the public service spectrum. The selection process is based on rigorous criteria, including:
- Implementation of innovative schemes
- Improvement in service delivery mechanisms
- Effective handling of emergencies, including natural disasters
- Leadership in enhancing institutional standards and employee motivation
