This decision follows mounting questions regarding the necessity of such vessels, their substantial price tag, and apparent irregularities in the approval process.

Committee Composition and Mandate

The investigative panel will be chaired by Delhi Financial Commissioner Prashant Goyal, with the Engineer-in-Chief of the Public Works Department (PWD) serving as a key member. According to official sources, the committee has been assigned multiple critical tasks to thoroughly examine the procurement proposal that has raised significant concerns.

The panel's primary responsibilities include determining whether there exists any genuine requirement for these high-end speed boats, each priced at approximately Rs 3.1 crore. Additionally, investigators will assess whether luxury features specified in the tender are justified given the limited navigable stretch of the Yamuna river within Delhi's boundaries.

Procurement Process Irregularities Under Scrutiny

One of the most serious aspects the committee will examine involves how the tender for these boats was officially floated on March 12 without keeping the concerned minister informed about the procurement initiative. This procedural lapse represents a significant deviation from established government protocols.

The inquiry will also meticulously probe the basis and calculations behind the estimated cost of Rs 3.1 crore per vessel. Investigators will scrutinize how technical specifications were determined and whether any detailed project report was prepared before initiating the procurement process, as required by standard procedures.

Comprehensive Investigation Parameters

The committee has been directed to conduct a thorough investigation into the entire approval process and identify all officials involved in seeking quotations from private vendors. The panel will verify whether the tender adhered to prescribed rules and procedures, and whether the complete procurement process complied with the CPWD manual and general financial regulations.

According to the tender notice specifications, each boat was designed to accommodate 16 to 20 people with dimensions measuring 13 meters in length, 4.3 meters in width, and 2.1 meters in height. The vessels were to feature enclosed cabins, cassette-type rooftop marine air conditioning systems, customized business-class push-back VIP seats, pantry facilities, washrooms, and freshwater storage capacity of 400 liters.

Additional specifications included an open rear deck with sofas for three to four people, specifically intended for public appearances of dignitaries during Yamuna inspections. The bidding process was originally scheduled to conclude by March 19, with procurement expected to take approximately five months after finalizing the supplier.

Procurement Plan Suspended Amid Investigation

In response to the emerging questions and concerns, the Delhi government has now officially shelved the boat procurement plan pending the committee's findings. The panel has been instructed to submit its comprehensive report within 15 days, providing a detailed assessment of all aspects of the proposed acquisition.

Irrigation and Flood Control Minister Parvesh Verma has not responded to repeated calls and messages seeking his comments on this developing situation. The committee's investigation represents a significant step toward ensuring transparency and accountability in government procurement processes, particularly for high-value items whose necessity and specifications have come under public scrutiny.
