Delhi Government Unveils Rah-Veer Initiative to Boost Road Accident Assistance
The Delhi government has launched a groundbreaking new program aimed at motivating citizens to step forward and assist victims of road accidents. Named Rah-Veer, this initiative offers a substantial cash reward of Rs 25,000 to individuals who provide help to seriously injured persons at accident sites. Chief Minister Rekha Gupta announced the scheme, emphasizing its role in encouraging prompt action during critical moments.
Reward Structure and National Recognition
Under the Rah-Veer scheme, any citizen who aids a seriously injured road accident victim will receive a cash prize of Rs 25,000 along with an official certificate of appreciation. Importantly, the reward amount is capped at Rs 25,000 per helper, even if they assist multiple victims in a single accident. This measure ensures fairness and clarity in the incentive system.
In addition to the standard reward, the program includes a special national recognition component. Each year, 10 of the most outstanding Rah-Veers will be selected to receive a prestigious national award, which includes a cash prize of Rs 1 lakh each and a certificate of appreciation. This dual-tier reward system aims to honor exceptional acts of bravery and compassion.
Addressing Public Hesitation and Legal Protections
Officials highlighted that many people often hesitate to help accident victims due to fears of legal entanglements or complicated police procedures. The Rah-Veer scheme is designed to alleviate these concerns by providing both financial incentives and robust legal safeguards. It aligns with the Good Samaritan Rules, which were notified under Section 134A of the Motor Vehicles (Amendment) Act, 2019. These rules offer legal protection to citizens who voluntarily assist accident victims, ensuring they are not harassed or implicated in legal issues.

Chief Minister Rekha Gupta stressed that the primary goal of the Rah-Veer initiative is to motivate people to act quickly, enabling accident victims to receive medical treatment within the critical "golden hour." This period, immediately following an accident, is crucial for improving survival chances and reducing long-term injuries. The government asserts that timely medical attention can significantly enhance outcomes in serious road accidents, making public assistance vital.
Implementation and Alignment with National Guidelines
The Rah-Veer scheme is part of a broader Central government initiative and is now being implemented in the national capital of Delhi. It follows guidelines issued by the Ministry of Road Transport and Highways, which has urged all states and Union Territories to adopt similar programs.
