The Municipal Corporation of Manesar (MCM) has recommended filing an FIR against two staff members—one from a government school in Garhi Harsaru and another from a private school in Sector 1—who were appointed as enumerators for census work within MCM's jurisdiction.

Complaint and Legal Action

According to a complaint filed by MCM Joint Commissioner and Nodal Officer Puneet Kumar, the two individuals failed to fulfill their assigned duties and repeatedly refused to participate in the census exercise, thereby obstructing the enumeration process. Kumar stated that under Section 11 of the Census Act, 1948, any person who neglects assigned census duties, refuses to perform the work, or obstructs a census officer can face imprisonment of up to three years.

Quick Response Teams Formed

Meanwhile, both MCM and the Municipal Corporation of Gurgaon (MCG) have intensified efforts to streamline field operations and strengthen accountability. In Gurgaon, the civic body has issued directions to form quick response teams (QRTs) in all zones to ensure smooth, effective, and time-bound execution of census-related work.

According to the directions, all additional city census officers-cum-joint commissioners have been instructed to constitute dedicated QRTs in their respective zones to strengthen field-level coordination and monitoring during the census exercise. MCG Commissioner Pradeep Dahiya said, “QRTs have been formed to ensure that field staff do not face operational difficulties and that the census exercise is completed within stipulated timelines.”

Operational Support and Reporting

Officials stated that the teams will provide immediate assistance and operational support to enumerators and supervisors deployed in the field. The QRTs will also be responsible for resolving challenges and issues arising during census operations on a priority basis to ensure that the process is not disrupted.

The orders require each QRT to submit a daily report to the city census officer-cum-additional commissioner. Additional city census officers-cum-joint commissioners will compile these reports and submit them daily to the municipal commissioner and principal census officer for review and monitoring.

Challenges with Residential Societies

Several census workers have reported challenges accessing residential societies, even when presenting official identification and authorization letters. In response, the MCM joint commissioner has requested that residents' welfare associations (RWAs) and management committees cooperate with census personnel and allow entry after verification.
