Mumbai's Gargai Dam Project Returns to BMC Committee After Significant Cost Reduction
The Gargai dam project, a critical infrastructure initiative for Mumbai's water security, is poised to be tabled once again before the Brihanmumbai Municipal Corporation's statutory standing committee. This development comes nearly two weeks after the proposal was sent back to the civic administration due to substantial cost concerns.
Contractor Agrees to Slash Project Costs Following Negotiations
The contractor consortium that submitted the lowest bid has agreed to significantly reduce the project cost. Initially, the bid was approximately 9% above the BMC's estimated value of Rs 3,006 crore for constructing the dam in Ogada village within Palghar district. Following intensive negotiations, the contractor has now consented to execute the project at Rs 3,276 crore, which represents nearly 2% above the original estimate.
This adjustment results in substantial savings of around Rs 269 crore for the municipal corporation. The Soma consortium, which previously executed the Middle Vaitarna dam project, emerged as the lowest bidder but faced objections from the BJP-led standing committee over the steep contract value deviation from the estimate.
Negotiation Process and Committee Scrutiny
BMC officials conducted three rounds of negotiations with the contractor after the standing committee returned the proposal, stating that such a significant cost deviation could not be approved. According to civic authorities, the contractor was informed that execution risks had already been factored into the project design, leaving little justification for the initially higher quotation.
"The contractor's initial bid for the project was 10.9% above the estimated cost. Following three rounds of negotiations, this was brought down to nearly 9%. The proposal was then placed before the civic standing committee, which called for further reduction," explained a BMC official.
"Over the past two weeks, we held another three rounds of negotiations with the contractor, which agreed to cut the cost further," the official added, detailing the extensive bargaining process that led to the current agreement.
Project Timeline and Key Features
The Gargai dam project follows a structured three-year implementation plan:
- First Year: This initial phase will focus on securing necessary permissions and creating infrastructure for relocating six affected villages. The project still awaits two crucial clearances from the central wildlife board and forest departments at both state and central levels.
- Second Year: Actual dam construction is scheduled to commence during this period.
- Third Year: Installation of electrical systems will complete the project implementation.
A notable feature of the dam includes a 1,200kW hydropower unit designed to offset the facility's electricity consumption costs through renewable energy generation.
Strategic Importance for Mumbai's Water Supply
Once commissioned, the Gargai dam represents Mumbai's first new reservoir since the Middle Vaitarna became operational in 2014. The infrastructure project is expected to add a substantial 440 million litres per day to Mumbai's water supply capacity, addressing the growing demands of India's financial capital.
The Brihanmumbai Municipal Corporation has targeted project completion by 2029, a timeline that coincides with both the next Lok Sabha and state assembly elections. This strategic scheduling underscores the project's political significance alongside its practical utility for urban water management.
The successful cost reduction through negotiations demonstrates the BMC's commitment to fiscal responsibility while advancing essential infrastructure development for Mumbai's future water security needs.
