Goa Gears Up for Historic Digital Census 2027 with April Launch
Panaji is abuzz with preparations as Goa sets the stage for India's pioneering digital census, with house-listing and housing census operations scheduled to commence on April 16. This marks the beginning of the comprehensive Census 2027 process, which was previously delayed due to the Covid-19 pandemic.
Extensive Training Program for Census Functionaries
State officials have initiated an elaborate training regimen for all census personnel. "All census functionaries are also being sensitised and trained to maintain neutrality, handle personal questions sensitively and ensure confidentiality of data," emphasized a state official. The training aims to equip officials with thorough understanding of census concepts, questionnaires, and technical proficiency in using digital platforms.
The digital infrastructure includes the census management and monitoring system (CMMS), house-listing block creator (HLBC) web application, and a dedicated house-listing operations mobile app. These tools will facilitate data collection for 33 questions during the initial phase.
Structured Training Hierarchy and Timeline
Training for charge census officials, along with their census clerks and technical assistants, was successfully completed on February 27. Charge census officers, responsible for their respective jurisdictions, received training at the secretariat.
Currently, state-level master trainers are undergoing instruction. These trainers will subsequently educate field trainers, who will then train approximately 3,000 enumerators and supervisors across Goa before the April 16 launch.
Revolutionary Self-Enumeration Feature
In a significant modernization move, Census 2027 introduces a self-enumeration option for households. From April 1 to 15, the general public in Goa can independently complete census questionnaires online prior to official enumerator visits.
Households can access the portal by entering their mobile number and verifying it through a one-time password. During subsequent door-to-door visits, enumerators will verify and validate data submitted through self-enumeration, ensuring accuracy and efficiency.
Operational Schedule and Broader Context
The house-listing operation will span from April 16 to May 15, lasting one month. This phase precedes the population census scheduled for 2027, forming the foundational step in India's decadal census exercise.
This digital transformation represents a major leap in census methodology, promising enhanced data accuracy, streamlined processes, and greater public participation through technological integration.
