Gurgaon's Unprecedented Crackdown on Public Space Encroachments
In the largest enforcement operation witnessed by the city to date, Gurgaon authorities have launched a sweeping anti-encroachment drive, removing illegal structures from nearly 1,000 houses within just three days. This aggressive campaign targets unauthorized extensions built on public land, including ramps, guard rooms, lawns, kiosks, and various other constructions that have infringed upon communal spaces across major licensed colonies.
Court-Driven Action with Tight Deadline
The demolitions are a direct response to a Punjab and Haryana High Court stay on the state's stilt-plus-four-floor policy, coupled with a subsequent government directive mandating the clearance of right-of-way violations by April 22. With two days remaining in the exercise, the Town and Country Planning Department (DTCP) is poised to submit a comprehensive action-taken report to the state government, detailing the outcomes of this intensive effort.
District Town Planner (Enforcement) Amit Madholia emphasized the urgency, stating, "This is a court-driven action linked to a Public Interest Litigation (PIL). All encroachments within the right of way—ranging from 9 metres to 24 metres—must be cleared in a time-bound manner before the April 22 deadline." The primary objective is to reclaim roads, green belts, and public areas that have gradually diminished due to years of unchecked encroachment, which collectively pose significant safety hazards and infrastructure challenges.
Widespread Operations Across Key Colonies
Enforcement teams have intensified their activities across multiple upscale colonies, including DLF Phase 1, South City 1, Palam Vihar, Sushant Lok-2, Uppal Southend, Malibu Town, Ardee City, and Suncity. On Monday alone, the drive saw significant action:
- In DLF Phase 1, approximately 550 houses in A Block Extension and J Block were inspected, with illegal extensions removed along major roads such as Jacaranda Marg and Bougainvilla Marg. The operation commenced at Central Arcade market, where an illegal taxi stand and kiosks were demolished.
- Teams cleared around 150 illegal lawns and extended parks, over 40 ramps, and unauthorized grills, barricades, staircases, and gates from more than 100 houses, alongside removing general stores and temporary shanties on Dakshin Marg.
- In South City 1, encroachments from 96 houses were addressed, where private lawns and fencing had spilled onto internal roads. Additionally, 15 labour quarters and toilets built on public land were demolished, along with 27 guard rooms and 17 hoardings.
- Palam Vihar witnessed action covering 140 houses in Block A, with fencing cleared and gardens obstructing an 18-metre-wide road removed.
- Near Golf Course Road in Sushant Lok-2, teams eliminated 15 ramps, nine steps, six DG sets placed on footpaths, three guard rooms, and 16 instances of landscaping extended onto roads.
- Other areas like Uppal Southend and Malibu Town saw the dismantling of illegal barricading, boundary walls, ramps, and steps, with encroachments in green areas cleared, including 14 metal barricades and two structures. A PG accommodation operating in violation of norms was also identified.
Collective Impact and Enforcement Strategy
Madholia highlighted that while individual violations might seem minor, their cumulative effect severely chokes infrastructure, reduces road width, and creates safety risks. He noted that eight dedicated teams have been deployed for the drive, with residents urged to voluntarily remove encroachments or face demolition "without exception." The high court's restraint on the S-plus-4 policy stems from concerns over infrastructure stress and widespread violations, further underscored by a government order from Additional Chief Secretary Anurag Aggarwal on April 16, which flagged misuse of stilt floors intended for parking—often converted into shops, offices, or residential units.
As the drive continues in remaining pockets and targets repeat violations, officials remain committed to restoring public spaces and ensuring compliance with urban planning norms. This massive exercise not only addresses immediate encroachments but also sets a precedent for future enforcement actions in Gurgaon and beyond.
