The Haryana Government introduced an upgraded QR code-based ‘Track and Trace’ system for liquor on Saturday, July 11, 2026. The system enables real-time monitoring of every bottle from distilleries and bottling units to wholesale distribution and retail sale, ensuring unique identification at each stage.
How the Track and Trace System Works
Under the new mechanism, each liquor bottle is assigned a unique QR code that tracks its movement throughout the supply chain. This allows the Excise Department to monitor inventory movement, verify compliance with excise laws, and curb the circulation of illicit liquor. The system also promotes fair and transparent trade by reducing opportunities for tax evasion and smuggling.
According to a government spokesperson, the technology-driven initiative was launched by Chief Minister Nayab Singh Saini and reflects the government’s commitment to leveraging digital governance for transparent administration and sustained growth in excise revenue.
Real-Time Monitoring and Data-Driven Enforcement
The upgraded system enables the Excise Department to undertake real-time monitoring of the entire supply chain. This strengthens enforcement against tax evasion and smuggling, supports data-driven decision-making, and safeguards state revenue. The initiative is part of broader efforts to digitize excise regulatory processes in Haryana.
Launch of Eight New Online Excise Services
Alongside the Track and Trace system, Chief Minister Nayab Singh Saini launched eight new online excise services to expand paperless and online delivery of licences and regulatory approvals. One key addition is the online grant of temporary liquor-serving licences (L-12A-C), which allows applicants to obtain temporary licences for serving liquor at social and public functions such as events, concerts, and exhibitions. This online system simplifies the licensing process, reduces compliance burden, and enhances ease of doing business for applicants.
Additional Online Services Introduced
Other online services introduced include annual registration of marriage palaces and banquet halls, denatured spirit outlet licences (L-17), industrial and medicinal spirit possession permits (L-42A to L-42D), and permissions for extension of operating hours of retail liquor vends. Each service operates on a fully digital and paperless workflow, allowing applicants to submit applications online, track their status, and obtain approvals within a stipulated time frame of seven working days, as stated by the government spokesperson.

With automated processing minimizing human intervention at every stage, the entire process becomes faster, more transparent, and more convenient for banquet hall operators, industrial and medicinal spirit users, denatured spirit dealers, and retail licence holders. The initiative is expected to significantly reduce paperwork and processing delays, while improving compliance and revenue collection for the state.
