Haryana Government Implements Mandatory Online Performance Appraisal System for Civil Service Officers
The Haryana government has issued a directive requiring all state departments to ensure the online filing of performance appraisal reports (PARs) for Haryana Civil Service (Executive Branch) officers for the 2025–26 assessment period. This process must be completed through the state's dedicated intranet portal, as per an official communication from Haryana Chief Secretary Anurag Rastogi.
Strict Compliance and Authentication Protocols
All administrative secretaries, heads of departments, divisional commissioners, deputy commissioners, and leaders of boards and corporations have been instructed to strictly adhere to these guidelines. Officers will access the portal using their Payee Code and registered mobile number from the HRMS portal, which will function as their primary login credentials. Authentication will be securely managed through a one-time password (OTP) sent directly to the registered mobile number. Additionally, the system supports authentication via digital signature certificates (DSC) or by uploading scanned signatures for enhanced verification.
Detailed Timeline and Mandatory Health Check-Up
The personnel department has established a comprehensive timeline to ensure the appraisal process is completed efficiently. Officers are required to submit their self-appraisal by May 31, followed by the reporting authority's assessment by July 31. The reviewing authority must finalize its evaluation by September 30, and the accepting authority is mandated to complete the report by December 31, 2026. In a significant health-related update, a mandatory health check-up has been introduced for HCS officers above 40 years of age. A summary of the medical report must be uploaded alongside the self-appraisal, integrating wellness into the performance review framework.
Performance Evaluation and Automated System Features
Performance will be assessed using a numerical grading system on a scale of 1 to 10, focusing on key areas such as work output, personal attributes, and functional competencies. To prevent delays, the online system is designed to automatically forward reports to the next authority if any level fails to act within the specified timeframe, thereby guaranteeing the timely completion of the entire appraisal process. This initiative aims to streamline administrative procedures, enhance transparency, and maintain accountability within the state's civil service operations.
