New Guidelines for Vigilance Clearance

The Haryana Government has made vigilance clearance compulsory for key service-related matters concerning Group ‘A’ and Group ‘B’ officers. Comprehensive guidelines were issued by Chief Secretary Anurag Rastogi to strengthen transparency, accountability, and integrity in public administration.

The instructions prescribe a uniform procedure for obtaining vigilance clearance or a no-objection certificate (NOC) across all government departments, boards, corporations, and authorities. This revised framework follows a thorough review to ensure procedural consistency, transparency, and timely decision-making.

Scope of Mandatory Clearance

Under the new guidelines, vigilance clearance will be compulsory for cases related to promotions, pension and superannuation, issuance of passports to government employees, deputation, and other service matters where such clearance has been prescribed by the state government.

To facilitate timely processing, departments have been directed to submit proposals in the prescribed pro forma, complete in all respects. For superannuation cases, proposals must be forwarded at least one year before the date of retirement to prevent delays in the release of pensionary benefits.

The government has instructed departments to ensure that all information furnished is accurate. It has warned that any concealment or suppression of facts will be viewed seriously.
