Haryana Government Launches Unprecedented Power Bill Recovery Drive
The Haryana government has initiated an aggressive statewide campaign to recover a staggering ₹8,200 crore in unpaid electricity bills, issuing a stern warning to defaulters that their homes and lands will be seized if debts are not settled within a strict 15-day deadline.
Land Recovery Act Invoked for Power Arrears
In an unprecedented move, state energy utilities will leverage the provisions of the Land Recovery Act to attach the immovable properties of consumers whose electricity connections have been permanently disconnected. This effectively treats outstanding power arrears as equivalent to land revenue tax defaults, granting authorities enhanced recovery powers.
State Energy Minister Anil Vij announced on Monday that formal notices would be issued to all major defaulters across Haryana. "Those who fail to make payments within this 11th-hour window will face comprehensive civil recovery proceedings, including the public auctioning of their attached properties," Vij declared.
The minister emphasized that government departments have been instructed to coordinate closely to expedite the recovery sweep. "Officials have clear instructions to complete the entire recovery process within the stipulated timeframe without any laxity or compromise," he stated.
Crackdown on Electricity Theft and Grid Stability Measures
The recovery drive extends beyond legitimate bill defaulters to target electricity theft. Consumers caught in illegal power tapping schemes will be given "one final opportunity" to settle outstanding fines and dues under the same Land Recovery Act provisions before facing both criminal prosecution and civil property forfeiture.
As the region enters the peak summer season with soaring electricity demand, the energy ministry has simultaneously implemented a "zero-tolerance" policy for power disruptions. New operational mandates require:
- Faulty transformers must be replaced within two hours in urban areas
- Rural sector transformer replacements must occur within four hours
- Mobile transformer trolleys have been stationed at every subdivision to bypass local grid failures
- Crews are under orders to systematically prune trees near 11 kV and 33 kV feeders to prevent outages during seasonal storms
Modernization, Safety, and Renewable Energy Push
Beyond the debt recovery initiative, Minister Anil Vij emphasized a broader shift toward infrastructure modernization and enhanced safety protocols. All technical field staff must now wear mandatory safety kits during operations, with daily electricity supply data being fed directly to the minister's office through a newly implemented online monitoring system.
On the renewable energy front, Haryana is accelerating its participation in the central government's PM Surya Ghar Yojana. The state has established an ambitious target to transition 220,000 households to solar power by March 2027. Department heads are now chasing monthly installation quotas to ensure Haryana meets its green energy transition deadlines, marking a significant step toward sustainable power infrastructure.
