IAS Officer Rinkoo Singh Rahee Submits Resignation After Eight Months Without Official Duties

Lucknow: In a significant development within Uttar Pradesh's administrative circles, Rinkoo Singh Rahee, a 2023 batch Indian Administrative Service (IAS) officer currently attached to the Board of Revenue in Lucknow, has formally tendered his resignation to the President of India. The officer has requested to be sent back to his previous Provincial Civil Service (PCS) cadre, citing a complete lack of work assignments for the past eight months.

Detailed Service Experience and Frustration with Inactivity

In his comprehensive resignation letter, Officer Rahee meticulously outlined his service trajectory since 2009. He began his career as a PCS officer before transitioning to the UP cadre as an IAS officer in 2023. Since his attachment with the Board of Revenue eight months ago, Rahee has reported receiving no official responsibilities whatsoever. This prolonged inactivity led him to initially refuse his salary as a form of protest.

Following discussions with senior officials who assured him of increased responsibilities, Rahee consented to accept his salary. However, no subsequent changes occurred in his work situation. "In the current situation, being merely attached for a long period without any clear work responsibility appears highly unusual and raises serious apprehensions regarding future professional and administrative implications," Rahee stated in his letter.

He further emphasized that "being deprived of field experience at this initial and very crucial stage of service directly hinders professional development." Rahee noted that such circumstances are exceptionally rare, suggesting that probably no other Joint Magistrate has endured similar professional neglect.

Past Confrontations and Life-Threatening Incident

Rahee's career has been marked by controversy and personal danger. During his tenure as a PCS officer under the Bahujan Samaj Party (BSP) government in 2009, he was posted in the Department of Social Welfare. There, he exposed corruption in various schemes, leading to severe retaliation.

The officer alleges that the then principal secretary of the department threatened to have him killed and his body disposed of in sugarcane fields. This threat materialized when, while playing badminton with friends, unknown assailants shot at him seven times. Two bullets struck his face, resulting in permanent disability.

When authorities failed to take action, Rahee initiated a hunger strike. Instead of launching an investigation, officials attempted to declare him mentally unwell and had him admitted to a mental hospital.

Recent Postings and Unusual Public Demonstration

In July 2025, Rahee was posted as Joint Magistrate in Shahjahanpur. Shortly after his appointment, a video surfaced showing him performing squats before protesting lawyers. Rahee explained this act as self-inflicted punishment for the poor condition of public toilets in his jurisdiction.

Within just six days of this incident, he was attached to the Board of Revenue in Lucknow, where he has remained without assigned duties until his recent resignation decision.

The case highlights broader concerns about bureaucratic efficiency, officer utilization, and the professional challenges faced by civil servants in India's administrative framework.
