The Jharkhand government on Thursday launched a website to simplify the process of legalising unauthorised residential buildings across urban areas of the state, implementing the Jharkhand Unauthorised Constructed Building Regularisation Rules, 2026. The portal, accessible at https://jhbpams.jharkhand.gov.in, aims to streamline the approval process for residents who constructed homes in violation of municipal norms, often due to lack of awareness, delays in approvals, or changes in construction plans.
Eligibility and Scope
According to officials, only residential buildings up to G+2 height and built on plots measuring below 300 square metres will be eligible under the scheme. This move is expected to reduce long-standing uncertainty for many middle-class and lower-income families regarding penalties, demolition notices, and property transactions linked to irregular constructions.
Government’s Perspective
Urban development minister Sudivya Kumar stated, “The initiative was intended as a relief measure rather than a relaxation of future construction norms. This is a chance for people who constructed houses without sanctioned maps to bring them under the legal framework. The idea is not to promote violations, but to resolve existing cases practically and humanely.”
Department principal secretary Sunil Kumar added, “The regularisation process was aimed at bringing existing unauthorised residential constructions into the legal framework in a time-bound manner. People will get a one-time opportunity to regularise eligible houses through a simplified online process. Applications will be accepted for two months, and cases are expected to be disposed of within six months. Regularisation fees can be paid in three instalments.”
This initiative is expected to provide a significant relief to homeowners who have been living under the shadow of potential legal action, offering them a clear path to legal compliance and peace of mind.
