Ramadevi Market Relocation Exposes Serious Lapses

During the inspection of the Ramadevi fruit and vegetable market relocation project, Commissioner Upadhyay discovered alarming deficiencies. Additionally, considerable quantities of filth were found throughout the vegetable market area, creating unsanitary conditions. Immediate Administrative Actions Taken

In response to these findings, Commissioner Upadhyay took decisive measures:

  • Served show-cause notices to the zonal officer and zonal engineer for negligence in their duties
  • Attached zonal sanitation officer Kshitij Mishra to the office of the City Health Officer at Nagar Nigam headquarters
  • Ordered the withholding of sanitation inspector Gorakhnath Prajapati's salary until further orders

The commissioner issued specific directions for daily ground checks and a comprehensive drive to remove encroachments within four hours, requiring officials to submit geotagged photographs as proof of compliance.

Green Belt Projects Under Scrutiny

Commissioner Upadhyay also examined two green belt development projects under Zone-2, discovering significant discrepancies between project documentation and actual implementation. The projects included:

  1. Beautification work of the green belt in front of a private bank in Krishna Nagar, with an allocated cost of Rs 9,66,198
  2. Green belt development in front of Sajju Enclave, costing Rs 9,78,712

The on-site work did not meet established standards, and while project files claimed work was carried out under senior officials' directions, no such documentation could be produced. A technical committee has been constituted to investigate both files and submit a comprehensive report within one week.

Addressing Water Supply Concerns in Affected Villages

In response to contaminated water supply issues, the commissioner inspected chromium-affected areas of Kishanpur, Shekhpur, and Jana village. Officials presented an approved plan that includes:

  • Installation of a new tube well
  • Development of 4,425 meters of distribution system
  • Provision of 300 drinking water connections

Commissioner Upadhyay directed that the executing agency must commence work immediately to ensure pure drinking water reaches local residents, with a strict two-month deadline for completion under all circumstances.

Industrial Waste Management Oversight

The surprise inspection extended to the 20 MLD Common Effluent Treatment Plant, where Commissioner Upadhyay issued directives for systematic tannery connections to nearest manholes and regular monitoring of maintenance for manholes and pipelines. Officials received explicit instructions to strictly enforce disposal and management of hazardous sludge spillage in accordance with environmental standards prescribed by the Central Pollution Control Board (CPCB).
