Karnataka Government Implements AI-Driven Attendance Platform

The Karnataka government is set to revolutionize employee attendance tracking by transitioning from traditional biometric systems to an advanced artificial intelligence (AI) and GIS-enabled platform. This significant change, effective from May 1, aims to enhance accountability and streamline daily attendance logging for government staff across the state.

Comprehensive Coverage and New System Details

The initiative will encompass more than five lakh permanent government employees and approximately 15 lakh contractual workers spanning various departments, boards, and corporations. The new system, known as the Karnataka Advanced Attendance Management System (KAAMS), will be accessible through the dedicated 'Kartavya' mobile application.

Employees and contractual staff will be required to mark their attendance by taking a selfie via the app at both the beginning and end of their workday. An official order issued by the Department of Personnel and Administrative Reforms on Tuesday mandates that attendance recording will exclusively occur through this new platform from May 1, thereby formally phasing out all existing biometric devices.

Accessibility and Infrastructure Support

To ensure inclusivity, the government has installed 'Kartavya' devices at key locations for individuals without smartphones. These devices are currently operational at prominent sites including Vidhana Soudha, Vikasa Soudha, and the M S Building, facilitating the AI-enabled attendance process. Other government offices can request similar installations at their premises to support the transition.

Successful Pilot Programs and Current Adoption

Officials have confirmed that the system has already undergone successful pilot testing in several departments, including health, education, and the Legislative Assembly Secretariat, where it yielded positive outcomes. To date, more than 1.3 lakh staff members from 51 different departments have registered on the KAAMS platform, demonstrating early adoption and readiness.

Benefits and Operational Advantages

For employees, this shift eliminates the need to queue at office entry points for attendance registration while introducing more stringent location-based verification. KAAMS leverages AI and geo-tagging technology to enable real-time tracking, allowing staff to log attendance from their designated posting locations or while on official assignments.

"KAAMS is more cost-effective compared to the biometric system. Employees can also mark attendance from their place of deputation," stated Bhoobalan T, CEO of the Centre for e-Governance, highlighting the system's efficiency and flexibility.

Implementation Strategy and Oversight

To support the statewide rollout, all government offices have been instructed to provide precise geo-coordinates and integrate their databases with the KAAMS platform. The e-Governance department will oversee the integration process, while individual departments must appoint nodal officers to manage and monitor implementation at their respective levels.

This move represents a significant step forward in Karnataka's digital governance efforts, aligning with broader trends in leveraging technology for public administration efficiency.
