The Karnataka Energy Department has issued guidelines for providing power connections to houses that are exempt from requiring an Occupancy Certificate (OC). The exemption applies only to residential buildings completed before May 31, 2026, and constructed on plots measuring 2,400 square feet or less.
Eligibility Criteria for OC Exemption
According to the department's circular, property owners must submit a self-declaration along with proof of building completion before the cutoff date. The plot area must not exceed 2,400 sq ft, and the building must be used solely for residential purposes. Commercial or mixed-use properties are not covered under this exemption.
Application Process
Applicants need to apply through the designated online portal, attaching documents such as the sale deed, tax paid receipts, and a certificate from a licensed engineer or architect confirming the building's completion before May 31, 2026. The electricity supply company (ESCOM) will verify the documents and may conduct a physical inspection before sanctioning the connection.
Energy Department officials stated that the move aims to regularize power supply in unauthorised layouts and buildings that lack OC, which is a common issue in many urban areas. “This initiative will help thousands of homeowners who have been unable to get legal power connections due to missing OC,” said a senior official.
Impact on Homeowners
As per the guidelines, the exemption is valid only until May 31, 2026, after which all buildings must obtain OC to get new power connections. The department expects this to benefit around 2 lakh households in Karnataka. Homeowners are advised to apply early to avoid last-minute rush.
The guidelines also specify that the exemption does not apply to properties that have been notified for demolition or are in violation of setback norms. The ESCOM will maintain a database of all such connections for future reference.
