Kerala Chief Minister Firmly Denies Data Leakage Allegations

In a strong rebuttal to opposition claims, Kerala Chief Minister Pinarayi Vijayan has categorically rejected allegations of data leakage raised by senior Congress leader Ramesh Chennithala. The chief minister asserted on Wednesday that all established procedures were meticulously followed and that no personal data has been shared outside government systems.

Government's Comprehensive Response to Allegations

Through an official statement released by the Chief Minister's Office (CMO), the Kerala government provided detailed explanations about its digital governance infrastructure. The statement emphasized that the government receives thousands of daily queries concerning public services and welfare schemes, which are systematically addressed through multiple channels.

The primary mechanisms include:

  • The Chief Minister's Grievance Redressal Cell operating from the Secretariat
  • The 'CM with Me' facility enabling citizens to directly register complaints
  • The 'Namude Keralam' mobile application and web portal integrating services on a unified digital platform

E-Governance Initiatives and Public Engagement

The statement further highlighted that the Citizens' Response Programme, designed to gather public opinion on governance matters, had received explicit approval from the Supreme Court of India. Despite these comprehensive mechanisms, the government continues to experience a substantial volume of enquiries regarding services, benefits, and administrative decisions.

To address this challenge effectively, the administration has initiated a centralized notification hub for government services. This innovative system delivers essential information directly to beneficiaries, with messages concerning services provided by various departments being communicated to eligible individuals through this unified platform.

Data Management and Security Protocols

The Kerala State IT Mission, recognized as the government's apex agency for e-governance, has been entrusted with managing this unified messaging system. This responsibility stems from the fact that the information pertains to multiple government departments requiring coordinated communication.

The government statement clarified that the opposition's cited letter actually outlines the official procedures followed, accusing critics of misrepresenting lawful administrative communication as evidence of wrongdoing. The document explicitly mentions the objective of creating both a centralized notification hub and a comprehensive 'data lake' information repository.

"In the contemporary digital era, such integrated systems are absolutely essential for delivering targeted messages and informing beneficiaries about various schemes," the statement explained, noting that similar platforms are utilized by both the Union government and other state administrations across India.

Emphasis on Data Protection Measures

Data security remains a fundamental responsibility of the IT Mission, according to the official communication. All personal data are maintained securely within government systems and are not shared with any external agencies. The infrastructure for secure data storage is provided by the state data center operating under the Information Technology Department.

Characterizing the data leakage allegations as "malicious," the CMO statement emphasized that routine service-related alerts cannot be reasonably construed as privacy violations. The government maintains that its digital initiatives are designed to enhance transparency, improve service delivery, and ensure citizens receive timely information about benefits and services for which they qualify.
